## Summary

Nottingham City Council is procuring a panel of property auctioneers to dispose of a diverse portfolio of surplus property assets. The services will provide market exposure, targeted marketing and competitive sales support to achieve best consideration and value for money. The arrangement covers two service areas: local and regional auctioneers with strong performance in Nottingham and the wider East Midlands, mainly for smaller or lower-value assets such as land parcels, garages and vacant residential property; and national or wider-market operators for higher-value, complex or strategic sites, including development opportunities. Work will concern property assets in the United Kingdom, with local knowledge relevant to the first lot and broader investor and developer reach relevant to the second. Suppliers may bid for one or both lots.

The procurement has reached tender: the council invited offers through an open procedure for a closed framework agreement. Enquiries closed at 16:00 on 18 September 2026 and offers were due by 12:00 on 28 September 2026. The award decision was due by 5 October 2026. Each lot is valued at £150,000 excluding VAT (£180,000 including VAT), with an overall estimated value of £300,000 excluding VAT (£360,000 including VAT); these figures should not be added across lots. Contracts are planned from 16 October 2026 to 15 October 2028, with up to two 12-month extensions, potentially ending 15 October 2030. Up to four suppliers may be appointed, potentially two per lot. Evaluation is 70% quality, 10% social value and 20% price.

This opportunity suits property auction houses and auctioneers able to market and sell surplus public-sector assets through competitive processes. Lot 1 favours SMEs and firms with a strong Nottingham and East Midlands presence, demonstrable local performance, local market knowledge and relationships with regional developers, owner-occupiers and investors. Lot 2 suits operators with regional or national reach and access to broad investor and developer markets, including specialist buyers for complex sites and development opportunities. Bidders should be capable of using appropriately targeted marketing to maximise exposure, generate competition and support best consideration. Suppliers can compete for either service area or both, and each lot will be assessed on the specific response submitted for it. The arrangement is intended to support multiple suppliers and asset-by-asset call-offs.

## Notice

The Authority is seeking to procure a panel of auctioneers to support the disposal of a diverse portfolio of surplus property assets over the 2026/27 and 2027/28 financial years, and possibly beyond. The objective is to secure a flexible, multi supplier arrangement that maximises market exposure, supports achievement of best consideration in accordance with statutory requirements, and ensures value for money through competitive and appropriately targeted marketing strategies.
