The service will stimulate enterprise by helping people who are considering starting a business and providing continuing support to early-stage businesses up to five years after registration. The programme is intended to help businesses build resilience and supports the priorities of Hertfordshire’s economic strategy. The work is delivered in Hertfordshire and covers business development, management consultancy, business organisation and related support services (CPV 79400000). This is a service opportunity for organisations able to design and deliver practical enterprise support, advise entrepreneurs and work with businesses at different stages of development. The process has reached tender: the council invited organisations to submit offers through an open procedure. Questions had to be submitted by 12 noon on 18 September 2026, and completed tenders were due by 12 noon on 2 October 2026. The contract is scheduled to run from 1 April 2027 to 31 March 2029, with an option to extend by up to one further year, subject to available funding, ending no later than 31 March 2030. The estimated procurement value is £1,369,500 excluding VAT and £1,643,400 including VAT. There is one lot. Award is based entirely on quality, assessed against the detailed tender instructions. Providers considering a bid should also be prepared to deliver under a deed, comply with the contract’s performance and flexibility requirements, and handle confidential TUPE employee liability information securely. ## Notice Hertfordshire County Council is currently out to procurement for the Provision of Get Enterprising - The Hertfordshire Start Up Programme. Hertfordshire Futures is looking to commission a provider and delivery partner to deliver the Get Enterprising programme in Hertfordshire. Get Enterprising is a business support programme stimulating enterprise in the County, by providing assistance to entrepreneurs looking to start a business and providing ongoing support to early-stage businesses up to 5-years old (5-years since business registration) to help build resilience into their operations. The rationale for the programme aligns to the strategic priorities of Hertfordshire's economic strategy. Full details are in the Specification, Schedule 1 of the Contract document.
