## Summary

North East Combined Authority commissioned a Creative Careers Carousel pilot as part of its Experiences of the Workplace initiative. The service provides inclusive, skills-based workplace experiences for young people, including those with special educational needs and disabilities and those attending alternative provision settings. Local Cultural Education Partnerships are to work with schools, colleges, employers and creative-sector organisations to showcase the range of careers in the creative industries. The programme is intended to increase meaningful employer encounters, broaden approaches to workplace experience, and improve young people’s awareness of and aspirations towards creative-sector careers. Delivery is across the North East, through the local cultural education partnership appointed for each selected local authority area. The procurement is for education and training services.

This procurement is complete and was awarded without competition as a below-threshold direct award. One lot was used. The selected supplier is Queen’s Hall Arts, an SME. The award value is £4,000 gross (£4,000), inclusive of the stated amount, in GBP. The award covers a contract period from 1 September 2026 to 31 March 2027. A contract signature was scheduled for 1 September 2026. The requirement was evaluated through the direct-award route rather than a competitive tender. The programme is expected to involve delivery through three organisations and engagement with 24 schools, 240 pupils and 15 employers. The award record identifies education and training services as the relevant classification.

For a future requirement of this kind, credible suppliers would need established cultural-education partnership capability in the North East and the ability to coordinate several delivery organisations across local authority areas. Relevant experience would include designing and running workplace experiences for young people, particularly inclusive provision for learners with special educational needs and disabilities and those in alternative provision. Strong candidates would be able to build and manage effective relationships with schools, colleges, creative-sector employers and cultural organisations, while translating creative-industry careers into practical, skills-based encounters. They would also need the capacity to coordinate activity at programme scale, engage employers willing to provide workplace experiences, and demonstrate outcomes such as stronger employer contact, career awareness and aspirations among participating pupils.
