## Summary

Wiltshire Council is planning a countywide term contract for machine surfacing and patching across its highway network. The works will support highway maintenance, safety repairs and network improvements, extending asset life and improving road condition, surface quality and ride quality. The scope includes major resurfacing using Dense Bitumen Macadam, Stone Mastic Asphalt and Warm Mix Asphalt, with Hot Rolled Asphalt and chippings where needed. It also covers permanent machine patching, replacement of road markings and road studs, traffic management, and related minor civil engineering such as adjusting covers and gratings, cleaning drainage systems and carriageway siding. Delivery is across Wiltshire, making this relevant to highway surfacing and maintenance contractors able to operate countywide.

This procurement is at the planning stage: Wiltshire Council has stated its intention to procure and has not invited tenders. The expected contract value is £200 million excluding VAT, or £240 million including VAT. One lot is planned, with an indicative contract period from 1 May 2027 to 30 April 2033 and a possible extension to 30 April 2037. The council expects to publish the next notice by 30 September 2026. It is holding an online market engagement event through Microsoft Teams on 16 September 2026, from 15:00 to 16:00; businesses wishing to attend should register by 12:00 on 11 September 2026. The lot is identified as suitable for SMEs.

The work is likely to suit established highway contractors with countywide planning, programming and delivery capacity, including SMEs able to form suitable delivery teams. Relevant capability includes machine resurfacing and patching, asphalt production or supply, traffic management, road-marking and road-stud replacement, drainage cleaning, carriageway siding and minor civil engineering. Contractors should be able to work safely across multiple schemes throughout the year and meet required standards for surface quality, texture and skid resistance. The council is looking for proposals that improve performance, durability and value for money, including alternative materials and construction methods. Environmental capability will matter: suppliers are expected to reduce disruption, shorten site time, monitor and report carbon impacts, reduce emissions and provide social value aligned with council priorities.

## Notice

This is a term contract for the delivery of countywide machine surfacing and patching works, supporting highway maintenance, safety repairs, and network improvements to extend asset life and improve road condition and ride quality. This contract requires the Contractor to plan, coordinate and deliver machine surfacing and patching works across Wiltshire Council's highway network, including all preparatory activities needed to achieve the required standards for surface quality, texture and skid resistance. The service includes the replacement of road markings and road studs (cats' eyes), together with the provision of all necessary traffic management. The works will primarily involve major resurfacing schemes using Dense Bitumen Macadam (DBM), Stone Mastic Asphalt (SMA) and Warm Mix Asphalt products, with Hot Rolled Asphalt and chippings used where required. Smaller-scale machine patching works will also be undertaken to provide permanent repairs to localised carriageway defects. In addition to resurfacing activities, the Contractor will carry out minor civil engineering works where necessary, such as adjusting or replacing covers and gratings, cleaning drainage systems and undertaking carriageway siding works in advance of resurfacing. The Contractor is expected to promote innovation and continuous improvement by proposing alternative materials and construction methods that deliver enhanced performance, durability, value for money, carbon reduction and environmental benefits. They must also identify opportunities to minimise disruption to road users and reduce the time spent on site. The Contractor will programme works to ensure they are delivered safely and evenly across the county throughout the year, while monitoring and reporting the carbon footprint of activities and providing social value commitments aligned with Wiltshire Council's priorities.
