## Summary

Northumbrian Water Limited is procuring general steel fabrication services to support its capital investment programme. The framework covers design, supply, manufacture, galvanising, delivery, offloading, distribution, placement, installation, site supervision and documentation for items including ladders, handrails, gates, gantries, steps, flooring, covers, platforms, walkways, pipe supports, pipe bridges, access structures, debris screens, electrical panel boxes, pump chambers and tanks. It also includes on-site welding, burning, repairs and modifications to existing structures. Work may be planned or reactive across operational sites such as water and sewage treatment works, pumping stations and reservoirs, with occasional requirements at offices, laboratories and leisure facilities. Two operating areas are covered: Northumbrian Water’s operating area, and the Essex and Suffolk operating area.

The procurement has reached tender: Northumbrian Water invited suppliers to express interest and submit offers through an open competitive flexible procedure. It is a closed framework with awards made with or without reopening competition. Expressions of interest were due by 24 September 2026 at 12:00, and completed participation questionnaires were due by 1 October 2026 at 12:00; the tender period ended on 1 October 2026 at 23:59. The process involves shortlisting up to eight suppliers per lot, initial tenders, best and final offers, and a preferred-supplier stage. The framework is valued at £8,000,000 excluding VAT (£9,600,000 including VAT), divided into £6,400,000 for the Northumbrian area and £1,600,000 for Essex and Suffolk. Contracts are due to run from 8 January 2027 to 7 January 2029, with extensions permitted until 7 January 2033. Quality and price each carry 50% of the evaluation.

This opportunity suits primary fabricators and installers able to deliver steelwork from design through manufacture, galvanising, installation and documentation, rather than subcontractors relying on another firm for the core work. Suppliers need Class 2 BS EN 1090 CE certification and, where security-rated products are required, manufacturer approval to install products certified to LPCB 1175. The scope favours businesses experienced in structural steelwork, access platforms, stairs, handrails, flooring, pipe supports, containment, bespoke fabrications and stainless-steel work, as well as on-site welding, burning, repairs and modifications. Capability to respond to both planned and urgent operational requirements is important, alongside strong workload planning and coordination across multiple stakeholders, including maintenance teams, capital delivery teams and Tier 1 contractors. The lots are identified as suitable for SMEs.

NWL are always looking at how we can use innovation in both working methods and technology while striving to reduce our carbon footprint and we will expect any successful applicants to help us achieve this. This framework will be split into two sublots: - Lot 1A Northumbrian Water Operating Region - Lot 1B Essex & Suffolk Operating Region Scope: The steel fabrication services framework includes general steel fabrication and covers wide and diverse areas and asset bases including the following: * Operational Sites eg Sewage and Water Treatment Works, Pumping Stations, Reservoir Sites * Office and Laboratory Buildings (low probability of works on these sites but there may be an adhoc requirement) * Leisure Facilities eg Kielder and Hanningfield Reservoirs The main work disciplines/work types are general steel fabrication services including the design, supply, manufacture, fabrication, galvanising, delivery, offloading, distribution, placement, installation, site supervision and documentation associated with the below: * Ladders * Handrails * Spring loaded gates * Gantries * Steps * Open Mesh Flooring * Bespoke covers * Chequer plate covers * Toe plates * Platforms * Walkways * Companionways * Bespoke Louvres * Steelwork Access Platforms including Stairs * Pipe Supports * Pipe Bridges * GMS Chequer Plate Flooring * Handrailing and Kickplates * Wall Restraint Steelwork * Launder Trough and Hoppers * Pumping Station Access * Debris Screens * Stainless Steel Electrical Panel Boxes * Bespoke Fabrications to suit COPA Sac Installations * Stainless Steel Containment for Boreholes * MCC Support Steelwork * Bespoke Fabricated Pump Chamber/Tank As well as: * On site welding * On site burning * On site repairs to existing structures * On site modifications to existing structures This is not an exhausted list and other steel products not listed could be requested through the successful contractors.

There are multiple stakeholders (including NWL maintenance, NWL Capital Delivery, Tier 1 Contract Partners etc) whom will not all have the same priorities so planning and co-ordinating workload will be key to the delivery of the framework. It is the intention that this framework will also be utilised by our Tier 1 Contractors where appropriate. Location Steel fabrications will be required across the Northumbrian Water Operating Area (NWL). Certification The Suppliers appointed to the framework must be a primary fabricator and installer (not a sub-contractor) and be certified to class 2 BS EN 1090 CE. The supplier must be approved by manufacturers for the installation, when required, of security rated products that are certificated to LPCB 1175.

Renewal: The duration is 4 years with the option to extend for a further 4 years in any combination of extensions (8 years in total).
