## Summary

The City & County of Swansea intends to appoint a contractor to manage and deliver commercial bar and catering services at Brangwyn Hall and Swansea Grand Theatre. The venues are owned and maintained by the Council. The requirement covers consistent, high-quality and cost-effective catering and bar provision across the two separate venues, while generating an acceptable financial return for both the Council and the contractor. This is a planned procurement: the Council has stated its intention to procure, but has not yet invited tenders. It expects to use an above-threshold open procedure. The estimated value is £7,760,000 excluding VAT, or £9,312,000 including VAT. The stated contract period for the Brangwyn Hall lot is expected to run from 1 June 2027 to 31 May 2032, with a possible extension or renewal to 31 May 2035. The Council expects a further procurement notice on 15 January 2027. The Council’s preferred approach is the lot covering both venues. The Brangwyn Hall lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The work will suit an experienced hospitality operator able to run commercial catering and bar services in performing-arts venues, coordinate provision across one or both sites, and manage the additional requirements of a café service. Suppliers should be able to demonstrate reliable operational delivery, consistent service quality, cost control and the commercial management needed to provide an acceptable financial return to both parties. The Council’s stated preference for a combined-venue lot may favour businesses with sufficient management capacity, staffing and systems to operate Brangwyn Hall and Swansea Grand Theatre together. The Brangwyn Hall requirement is expressly suitable for SMEs and voluntary, community or social enterprises, making it relevant to organisations of those types preparing for the future tender.

## Notice

The Council wishes to appoint a contractor to manage and facilitate the commercial catering and bar services for two sperate venues: Brangwyn Hall and Grand Theatre. The contractor will provide a consistent, high quality and cost-effective service, whilst providing an acceptable level of financial return to Council and contractor. All venues areas are owned and maintained by the local authority. For tendering purposes, this procurement will be split into three Lots with our preference being Lot 3. Lot 1 - Brangwyn Hall Lot 2 - Swansea Grand Theatre Lot 3 - Both venues Within Lot 1 and Lot 3, we will require a separate costed element to facilitate Frank's Cafe (Located at the Brangwyn Hall).
