## Summary

Defence Equipment and Support is planning to appoint a supplier for managed sustainment, support, maintenance and transition services covering a portfolio of legacy Defence support applications. The systems underpin logistics visibility, inventory management, engineering support, munitions management, maritime operations, supply-chain activity and related information services. Scope is expected to include service management, application support and maintenance, incident and problem management, configuration and release management, technical assurance, cyber security support, middleware and integration, data management and technical specialist services. The work also covers application interoperability, interface management, data extraction and migration, knowledge transfer, replacement-system transition and controlled decommissioning of legacy systems. The services will be delivered across Defence operations in the United Kingdom, with the buying organisation based at MOD Abbey Wood, Bristol.

This procurement is at the planning stage, with the tender status recorded as planned. The buyer expects to use a direct award procedure for this above-threshold services contract, rather than inviting an open competition. The anticipated contract period is 1 July 2027 to 30 June 2030, with a possible extension to 30 June 2032 and renewal rights. The estimated value is £295 million excluding VAT, or £354 million including VAT. The buyer expects the next notice to be published by 30 September 2026. The planned requirement is arranged as one lot. It is classified as data network management and support services under CPV 72315000, although the described scope extends across application sustainment, integration, migration and transition.

This will suit a substantial defence, technology or systems-integration provider able to run business-critical application estates while modernisation takes place. Relevant suppliers are likely to need strong managed-service capability across application support, maintenance, service management, incident and problem resolution, configuration and release control, technical assurance, cyber security, middleware, interfaces and data management. Experience of logistics, inventory, engineering, munitions, maritime or supply-chain systems would be particularly relevant, as would the ability to support complex interoperability and operationally significant information services. The work calls for resilient service delivery alongside migration, disaggregation, replacement-system transition, knowledge transfer, retirement planning and decommissioning. Providers should be prepared to demonstrate specialist technical capacity, secure operations, disciplined transition management and the ability to reduce support as the legacy estate is progressively retired.

## Notice

The Authority is seeking a supplier to provide sustainment, support, maintenance, and transition services for a portfolio of legacy Defence support applications and associated integration services that underpin logistics, inventory management, engineering, munitions, maritime, and supply chain operations across Defence. The requirement will support the continued operation of a complex and interconnected application estate whilst enabling the progressive transition, migration, disaggregation, and retirement of legacy systems as replacement capabilities are introduced. The scope is expected to include service management, application support and maintenance, incident and problem management, configuration and release management, technical assurance, cyber security support, middleware and integration services, data management, and associated technical specialist services. The supplier will be required to support application interoperability, data extraction and migration activities, interface management, knowledge transfer, and system decommissioning activities as part of an overall transition strategy. The requirement includes support for business-critical and operationally significant systems that provide logistics visibility, inventory management, engineering support, munitions management, and associated information services. The supplier will be expected to maintain service availability, performance, security, and resilience whilst supporting the implementation of replacement systems and the controlled reduction of the legacy estate over the contract term. The contract is anticipated to be a managed sustainment and transition arrangement with a reducing application footprint, supporting ongoing modernisation activities through data migration, systems integration, retirement planning, and service transition support
