## Summary

Central Bedfordshire Council intends to procure lone worker protection devices and associated alarm-monitoring services. The service will support council employees who work alone in the field and may face personal safety risks. The requirement falls within the services category and covers both equipment and monitoring provision. The planned scope is represented by a single lot. The work is associated with the Council’s lone-worker safety arrangements, so relevant suppliers are likely to provide solutions combining personal safety technology with a monitoring or response function. Businesses offering devices, platforms, communications, monitoring, incident escalation or related support may find the requirement relevant when the procurement progresses to the market.

This procurement is at the planning stage: the Council has stated an intention to procure and has not issued an invitation to tender. It plans soft market testing to benchmark current market pricing and assess available lone-worker protection options. The scheduled market-engagement milestone is 11 September 2026. The Council expects a subsequent notice on 1 October 2026. The planned contract period is 30 October 2026 to 30 October 2030. One lot is planned, under a light-touch services regime, with an expected competitive tender procedure yet to be set out. The Council is seeking market input before finalising its approach, rather than asking suppliers to bid for a contract at this stage.

The planned lot is expressly suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so the requirement may suit specialist providers as well as larger technology or monitoring businesses. Suppliers should prepare evidence of delivering lone-worker protection solutions for staff operating away from fixed workplaces, particularly where personal safety risks need to be managed. Relevant capability may include supplying or supporting personal alarm devices, maintaining a dependable communications service, operating alarm-monitoring arrangements and providing effective escalation when an alert is raised. Businesses with experience integrating devices, software and monitoring teams should consider contributing informed views on available solutions, service models and market pricing during the Council’s planned engagement.
