## Summary

Luton Council is planning a fire door replacement and maintenance framework for its housing and corporate property portfolio. The service will cover inspection, planned and cyclical maintenance, repair, and replacement of fire doors, together with reactive works and related fire protection installation services. The framework is intended to support statutory fire safety compliance, improve resilience and continuity of service, and provide a compliant route for future planned and responsive work. The work will be delivered across Luton Council’s property portfolio in Luton. It is a public-sector building services requirement, suited to contractors specialising in fire doors, fire protection systems, building compliance maintenance, remedial works and installation.

This procurement is at the planning stage: Luton Council has stated its intention to establish a multi-supplier open framework agreement, rather than inviting tenders at this stage. The expected contract period is 1 April 2027 to 31 March 2035. The estimated value is £8,000,000 excluding VAT and £9,600,000 including VAT. The Council expects to publish the next notice on 5 October 2026. It has scheduled a Meet the Buyer event for 15 September 2026 at 1pm, covering its requirements, the future tender process, procurement portal access, social value and questions. The framework will support both planned compliance programmes and reactive works, with one planned lot and an estimated value above the relevant threshold.

The work is likely to suit small and medium-sized enterprises as well as established fire door and building compliance contractors. Suppliers should prepare to demonstrate appropriate third-party accreditation, competent operatives and the technical capacity to inspect, maintain, repair and replace fire doors across housing and corporate buildings. Experience of planned programmes, cyclical maintenance and reactive response work will be relevant, particularly where contractors can manage varied workloads and maintain continuity of service. Delivery will need to comply with current legislation, Building Regulations, British Standards, relevant fire safety guidance and the Council’s specification. Businesses able to provide reliable inspection, remedial and installation services, supported by suitable quality and safety systems, should monitor the procurement as it develops.

## Notice

A Fire Door Framework Agreement for Luton Borough Council to support the inspection, maintenance, repair and replacement of fire doors across the Council's housing and corporate property portfolio. The Council intends to establish a multi-supplier open framework to improve resilience, maintain competition and ensure continuity of service. The framework will provide flexibility to accommodate both planned compliance programmes and reactive works whilst maintaining value for money and reducing procurement timescales. Suppliers will be expected to demonstrate appropriate third-party accreditation, competent operatives and the ability to deliver works in accordance with current legislation, Building Regulations, British Standards and the Council's specification. The framework will provide a compliant and efficient route to market for planned, cyclical and reactive fire door works, ensuring the Council can continue to meet its statutory obligations under the Regulatory Reform (Fire Safety) Order 2005, the Fire Safety Act 2021, the Building Safety Act 2022 and all other relevant legislation, guidance and British Standards.
