## Summary

Network Rail Infrastructure Limited is planning a remote condition monitoring platform for Britain’s railway infrastructure. The requirement is an examinations system application comprising software licences, support and minor configuration, classified under software packages and IT services (CPV 48000000). The platform, known as RADAR 3, is intended to modernise and consolidate the existing RADAR capability and support national-scale monitoring of railway assets. It will help move maintenance from manual inspections towards proactive intervention by monitoring asset health, condition and performance remotely. Network Rail expects to run a future open-market exercise using the Competitive Flexible Procedure under the Procurement Act 2023. The market engagement response is expected by 17:00 GMT on 16 October 2026. The buyer’s indicative date for the next notice is 3 May 2027. The procurement is planned as one lot, with an anticipated contract period from 3 January 2028 to 31 January 2033. It is an above-threshold utilities procurement. The engagement seeks information on available platforms, software and managed services, including commercial models, implementation and operating approaches, support arrangements, cost drivers, migration and future interoperability. Responses will inform the procurement and will not constitute a bid.

This planning exercise is relevant to suppliers able to provide enterprise-scale remote condition monitoring, IoT, industrial data, asset-management or alarm-management platforms, together with associated software and managed services. Strong candidates are likely to demonstrate proven capability in large and complex operational environments, handling national-scale asset data and real-time monitoring. Useful areas of preparation include data ingestion, historian services, alerting, asset configuration, visualisation, event replay, analytics, GIS and enterprise asset-management integration, and open APIs. Suppliers should be ready to explain implementation, migration from legacy and parallel systems, operating and support models, scalability, resilience, innovation and interoperability with the future Great British Railways model. Platform providers, software developers, systems integrators, consultancies and managed-service specialists may all be relevant.

Successfully planning and delivering maintenance, enhancements and renewals works to the infrastructure is the key to running a safe, reliable and efficient railway, serving customers and communities. Network Rail is seeking information from the market to support the next evolution of its Remote Condition Monitoring capability, currently known as RADAR. Remote Condition Monitoring is a strategic asset-management capability that enables Network Rail to monitor the health, condition and performance of railway assets remotely, supporting a shift from manual, inspection-led maintenance towards proactive, insight-led intervention. The current RADAR capability has evolved over more than 25 years and is business critical, but the wider estate includes legacy and alternative systems operating in parallel, creating complexity, cost, integration and resilience challenges. The future platform, referred to as RADAR 3, is intended to consolidate and modernise this capability, support national-scale asset condition monitoring, and provide a foundation that can scale into the future Great British Railways operating model. This procurement will be undertaken as an open market exercise using the Competitive Flexible Procedure under the Procurement Act 2023 (PA23), with the objective of procuring an Examinations system application comprising licences, support, and minor configuration. The purpose of this PME is to engage with the supply base and request information relating to platform, software and managed service capabilities available in the market for large-scale, enterprise Remote Condition Monitoring. Specifically, this RFI will look to address the following areas: * Identify existing large-scale IoT, industrial data, asset condition monitoring and alarm management platforms available in the market * Understand the functional and technical capabilities available for data ingestion, real-time historian services, alarm and alert management, asset configuration, visualisation, event replay, analytics, GIS/EAM integration and open API access * Identify indicative commercial models, implementation approaches, operating models, support arrangements and cost drivers for candidate solutions * Identify additional capabilities, delivery considerations, migration approaches and innovation opportunities that Network Rail may not yet have considered, including future Great British Railways interoperability requirements Please note that any content received via response to this RFI will be used purely for information purposes only and will not be deemed as forming part of any proposed bid now, or any potential future tender.
