The requirement covers seven areas: general property and liability insurance; motor risk; engineering insurance and inspections; cyber risk; terrorism and political violence through Pool Re; terrorism and political violence outside Pool Re; and directors’ and officers’ liability. Potential cover includes property damage, business interruption, employers’ and public liability, office, money, all risks, computers, contract works, personal accident, professional indemnity, crime and employment practices liability. The authority may appoint one or more providers, depending on the lot and its requirements. The procurement has reached tender: the buyer invited offers through a selective competitive flexible procedure. It is a multi-stage process with a conditions-of-participation stage and three tendering stages, with shortlisting at each round. Expressions of interest and enquiries were due by 28 September 2026 at 23:59. The award decision is scheduled by 9 March 2027 at 23:59. Contracts are planned from 1 April 2027 to 31 March 2030, with possible extension to 31 March 2032. Best, or an equivalent rating from an independent reputable agency approved by the bidder’s market security committee. Lower-rated insurers may be accepted at the authority’s discretion, subject to disclosure and acceptance before the bid deadline and submission of the committee’s latest report and written recommendation. Strong bids will demonstrate access to suitable insurers and cover options, plus experienced client relationship, claims, broking, underwriting and insurable-risk teams. ## Notice Watford Community Housing Trust t/a Chime Housing are looking to appoint one or more providers to deliver their Insurance and related services for Property, legal liability and other general (non-life) insurable risks. The programme will require Insurance and related services for risks that may include but not be limited to: property damage and business interruption, employers, public, products and property owners liability, business combined/office, money, all risks, computer, contract works, group personal accident and employment practices liability. This list is to be decided at the sole discretion of Watford Community Housing Trust t/a Chime Housing. Suppliers will be required to have the financial ability to deliver the programme, including Insurers with a minimum rating of 'A-' from standard and poor, 'A-' from AM Best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder's market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee.
