## Summary

Redcar and Cleveland Borough Council intends to procure temporary accommodation services for homeless clients. The service will support the Council’s statutory duties under the Homelessness Reduction Act 2017 by providing safe, suitable and well-managed accommodation for a wide range of households, including single people, couples and families with complex needs. This is a social work service with accommodation (CPV 85311000), delivered across the Redcar and Cleveland area. The Council is seeking a supplier able to provide or manage accommodation options and support their effective operation for people experiencing homelessness. The procurement is for services rather than goods or construction works, and is intended to address varied household circumstances through a managed accommodation provision.

The process is at the planning stage and carries an intention to procure, not an invitation to tender. The Council expects to use a light-touch services procedure and a framework agreement, with one lot. The estimated value is £4,000,000 excluding VAT (£4,800,000 including VAT), and the procurement is above the relevant threshold. The anticipated contract period is 1 April 2027 to 31 March 2031. Before the procurement, the Council plans market engagement sessions at Palace Hub, Redcar, on 10 September 2026 from 09:00 to 12:00 and 2 October 2026 from 09:00 to 12:00. The engagement will cover the proposed specification, objectives, procurement process, delivery models, risk allocation, commercial arrangements and innovation.

This will suit accommodation providers, housing organisations, homelessness charities, social care providers and partnerships able to deliver safe, suitable and well-managed temporary accommodation. Relevant capability includes supporting single people, couples and families, including households with complex needs, and managing different accommodation models across the Redcar and Cleveland area. The Council’s planned market engagement is an opportunity for prospective providers to prepare by considering delivery models, risk allocation, commercial arrangements and potential innovation. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable for the procurement. Organisations with experience of homelessness services, supported accommodation or social work delivered alongside accommodation should monitor the subsequent procurement and shape their preparations around the proposed service objectives.
