## Notice

LPPI and MSCI entered into an agreement with MSCI in 2024 to implement a new platform called Total Plan. This system helps LPPI to enhance their ability to monitor and manage their investment portfolio across both public and private assets by leveraging data insights, portfolio analytics and reporting, by using Total Plan. The current agreement terminates at the end of September. On the 1st October, LPPI and MSCI wish to continue the current relationship by signing a new agreement for a period of 4 years. The value of this contract will be PS2,512,296.

### Procurement Information

Please note the contracting entity will be The Burgiss Group LLC, a sister company of MSCI Limited. MSCI Limited has been named under the Supplier section as The Burgiss Group LLC was not an entity registered under the Find a Tender portal. LPPI intends to award a contract to the existing supplier (which is not an excluded supplier) without conducting a competitive tendering procedure in reliance on the exemption under section 41 of the Procurement Act 2023 ("the Act") (direct award in special cases) by application of the below direct award grounds. Additional or repeat services - under paragraph 7, Schedule 5 of the Act The contract concerns the supply of services by the existing supplier which are intended as an extension to, or partial replacement of existing services provided by the existing supplier whereby: (a) A change of supplier would require the contracting authority to acquire services that are incompatible with those already in place, with which they must interoperate The existing services that are used by the contracting authority use an operational and technical architecture through a network of established interfaces. The services are not operated as standalone products but form part of a wider integrated technology ecosystem supporting both public and private market investment activities. In particular: * the contracting authority's private markets operations rely upon data and functionality provided through the existing supplier's platform, which forms an integral part of its investment analysis processes. * the contracting authority's public markets operations utilise data which is integrated with the supplier's software systems and other connected risk-management systems. Absence of competition for technical reasons - under paragraph 6, Schedule 5 of the Act. a) due to an absence of competition for technical reasons, only a particular supplier can supply the services required The contracting authority has considered the availability of alternative suppliers in the market. While alternative providers may offer certain individual capabilities, they are not technically able to provide a readily substitutable solution capable of replacing the full range of integrated services currently utilised by the contracting authority without substantial technical redevelopment and disruption. (b) there are no reasonable alternatives to those services.
