## Summary

Great Western Hospitals NHS Foundation Trust is buying specialist financial turnaround and recovery consultancy for the BSW Hospitals Group’s 2026/27 Return to Plan Programme. The work supports the Group’s three care organisations: Great Western Hospitals NHS Foundation Trust, Salisbury NHS Foundation Trust and Royal United Hospitals Bath NHS Foundation Trust, which is acting for the Group alongside Salisbury. The service covers senior advisory support for financial recovery, grip and control, forecasting assurance, residual gap management, improved reporting and development of a medium-term financial sustainability framework. Delivery is across the BSW Hospitals Group and its three care organisations. This is a financial management consultancy service, classified under CPV 79412000, rather than general management consultancy.

The procurement is complete and has been awarded by direct award on technical grounds under Schedule 5 of the Procurement Act 2023. One lot was used and the award is recorded as pending. LUXHAY LIMITED was selected for the service. The award value is £187,500 excluding VAT and £225,000 including VAT. The award date is 2 September 2026. The planned contract period runs from 7 September 2026 to 31 March 2027, with signature scheduled for 7 September 2026. The authority’s rationale is that LUXHAY offers specialist turnaround expertise, previous knowledge of the local health system, immediate mobilisation and executive-level credibility. The authority also considered open tender, a Competitive Flexible Procedure and framework routes, but judged them disproportionate for the immediate requirement.

This requirement indicates demand for senior financial recovery specialists able to work across a complex NHS group rather than provide generic consultancy. A credible competitor for a future requirement would need demonstrable experience of financial turnaround and improvement, including grip and control, forecasting assurance, recovery action planning, gap management and reporting improvement. The work also favours advisers who can understand organisational structures, governance arrangements, financial recovery pressures and stakeholder relationships quickly, and who can provide executive-level challenge and assurance. Immediate mobilisation is commercially important, as is the ability to operate across several care organisations while maintaining consistent reporting and expenditure controls. Suppliers with established NHS or comparable public-sector system knowledge, strong senior advisory capacity and evidence of delivering medium-term financial sustainability frameworks would be well placed.

## Notice

BSW Hospitals Group is seeking specialist financial turnaround and recovery support to assist delivery of the 2026/27 Return to Plan Programme. The engagement will provide senior advisory support focused on financial recovery, grip and control, forecasting assurance, residual gap management, reporting improvements and development of a medium-term financial sustainability framework across the Group's three Care Organisations.

### Procurement Information

This direct award is being made under Schedule 5 of the Procurement Act 2023 on the basis of technical reasons. The requirement is for immediate senior financial turnaround support to assist BSW Hospitals Group in delivering its 2026/27 Return to Plan Programme. The requirement is not for generic consultancy support, but for specialist turnaround expertise capable of providing immediate challenge, assurance and delivery support across the Group. The proposed adviser has previously worked within the system on financial turnaround and improvement initiatives and has established knowledge of the financial, operational and governance context across Great Western Hospitals NHS Foundation Trust, Salisbury NHS Foundation Trust and the wider BSW Hospitals Group. This includes direct understanding of the financial recovery challenges, governance arrangements, organisational structures, reporting mechanisms and key stakeholder relationships. The adviser can therefore mobilise immediately without the need for a prolonged discovery, familiarisation or relationship-building phase, enabling rapid deployment of grip and control measures, forecasting assurance, reporting improvements and in-year recovery actions. The Group has considered whether an open tender, Competitive Flexible Procedure or alternative framework route would be proportionate. However, those routes would introduce delay, mobilisation risk and loss of continuity at the point when corrective action must be implemented to influence the 2026/27 financial position. Whilst alternative suppliers may offer generic turnaround capability, they would not reasonably be expected to provide the same combination of established financial turnaround expertise, prior local system knowledge, immediate mobilisation capability and executive-level credibility required for this specific in-year recovery requirement. The Contracting Authority therefore considers that the proposed supplier is uniquely positioned to deliver the required services and that a direct award represents the most proportionate and effective route to secure the required outcomes.
