## Summary

Ofcom is commissioning a workforce media literacy project, classified as market research services (CPV 79310000). The work will develop an evidence-based model for integrating media literacy into employer-facing digital capability and workforce development programmes. The procurement has reached tender: Ofcom invited offers through a below-threshold open competition. The deadline for enquiries was 22 September 2026 at 12:00, and the deadline for offers was 2 October 2026 at 12:00. The single contract is scheduled to run from 2 November 2026 to 31 May 2027. Its estimated value is £150,000 excluding VAT and £180,000 including VAT. Evaluation is based on programme delivery at 30%, employer engagement and reach at 25%, price at 20%, experience at 15%, and evaluation and learning at 10%. Electronic submission is allowed. Through engagement undertaken as part of the Media Literacy Strategy and the Making Media Literacy Everybody's Business programme, Ofcom has identified employers as an important route for reaching working-age adults.
