## Summary

Ofcom is commissioning a workforce media literacy project, classified as market research services (CPV 79310000). The work will develop an evidence-based model for integrating media literacy into employer-facing digital capability and workforce development programmes. It will examine employer appetite, implementation approaches and opportunities for wider adoption, linking Ofcom’s Media Literacy Outcomes Framework with the Essential Digital Skills Framework, relevant AI capability frameworks, employer workforce development activity, and employer engagement and workforce research. The successful organisation must produce a final report, an implementation framework, practical guidance for employers and recommendations for future activity. The requirement is intended to support working-age adults through employers and to provide practical approaches that employers can implement alongside existing skills and development activity.

The procurement has reached tender: Ofcom invited offers through a below-threshold open competition. The deadline for enquiries was 22 September 2026 at 12:00, and the deadline for offers was 2 October 2026 at 12:00. The single contract is scheduled to run from 2 November 2026 to 31 May 2027. Its estimated value is £150,000 excluding VAT and £180,000 including VAT. Evaluation is based on programme delivery at 30%, employer engagement and reach at 25%, price at 20%, experience at 15%, and evaluation and learning at 10%. Electronic submission is allowed. Through engagement undertaken as part of the Media Literacy Strategy and the Making Media Literacy Everybody's Business programme, Ofcom has identified employers as an important route for reaching working-age adults. Employer investment in digital capability, AI skills and workforce development creates an opportunity to embed media literacy alongside existing skills activity and employer development programmes.
