## Summary

Warwickshire County Council is exploring a service providing immigration advice and legal support to eligible refugees, asylum seekers and migrants in Warwickshire. The intended service would provide timely, regulated, high-quality immigration guidance, helping people secure their immigration status, understand and access their rights and entitlements, and integrate into local communities. The council’s Migration Team also wants the service to support council staff to become competent advisers registered with the Immigration Advice Authority. This is an immigration advice and legal advisory service, classified under CPV 79140000. Delivery is across Warwickshire. The council is seeking views on innovative delivery models that can meet the needs of asylum seekers and migrants while addressing a local shortage of available immigration advice.

This procurement is at the planning and market-testing stage; the exercise is solely for gathering market intelligence and is not a formal procurement or invitation to tender. The council expects a contract running from 1 November 2026 to 30 April 2028, covering an initial period of 18 months. Interested providers are asked to complete the council’s questionnaire through its In-Tend portal by 30 September 2026. The planned procurement is below the applicable threshold and is divided into one lot. The lot is marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The council is using this engagement to understand provider availability, capacity, experience and possible delivery models before deciding how to proceed.

This will suit organisations already delivering regulated immigration advice, asylum and refugee support, or related legal advisory services in Warwickshire. Strong candidates are likely to have qualified, appropriately registered advisers, experience supporting eligible refugees, asylum seekers and migrants, and the capacity to provide timely advice at a local level. Providers able to demonstrate high-quality casework, knowledge of immigration status, rights and entitlements, and practical integration support should be relevant. The council is also interested in innovative approaches, including models that build the competence of its own staff to become Immigration Advice Authority-registered advisers. Small and medium-sized organisations, voluntary and community groups, and social enterprises are explicitly considered suitable for the planned service.

## Notice

Over the past few years, there has been an increasing shortage of immigration advice available in Warwickshire. The WCC Migration Team commissioned this service to ensure that eligible refugees and asylum seekers in Warwickshire have timely access to regulated, high-quality immigration advice and legal support, enabling them to secure their immigration status, access their rights and entitlements, and successfully integrate into local communities. The Council is undertaking this market testing exercise to better understand the availability, capacity, and experience of organisations providing immigration advice services. This exercise is intended solely to gather market intelligence and does not form part of any formal procurement process We are seeking to explore innovative ways of delivering the model that will best meet the needs of asylum seekers and migrants across Warwickshire as well as supporting our staff to become competent IAA registered advisers.
