The requirement is divided geographically across North Yorkshire into three lots: Western North Yorkshire, covering Richmond, Skipton and Ripon; Central North Yorkshire, covering Harrogate and Knaresborough, Selby and Ainsty; and Eastern North Yorkshire, covering Scarborough and Whitby, Thirsk and Malton. The work will be delivered across North Yorkshire. This is a service requirement for organisations able to provide suitable accommodation and care for stray dogs while also supporting their rehoming. Suppliers may find the lot structure relevant if they operate in, or can cover, one or more of these geographical areas. The procurement has reached the tender stage: the council invited offers through an open procedure. Enquiries were due by 21 September 2026 at 11:00, and offers were due by 28 September 2026 at 11:00. The intended award decision period ends on 11 December 2026 at 23:59. The total estimated value is £425,000 excluding VAT and £510,000 including VAT. Lot values including VAT are £163,200 for Western, £188,700 for Central and £158,100 for Eastern North Yorkshire. Each lot runs from 1 February 2027 to 31 January 2030, with an option to extend by one 24-month period, to a maximum date of 31 January 2032. Each lot is evaluated on quality at 60% and price at 40%. This opportunity suits specialist kennel operators, animal welfare organisations and other providers with the facilities, staffing and practical experience to accommodate stray dogs safely and deliver rehoming services. The council has indicated that each lot is suitable for small and medium-sized enterprises, so smaller regional providers may be well placed where they can reliably cover the relevant area. The three geographical lots allow suppliers to focus on Western, Central or Eastern North Yorkshire rather than necessarily covering the whole county. Providers should be prepared for demand-led work: the stated value for each lot is not guaranteed. The strongest bids will need to demonstrate service quality alongside competitive pricing, as quality carries greater evaluation weight than price. ## Notice North Yorkshire Council is looking to procure contracts with providers for the provision of kennelling for stray dogs for a period of three years with the option to extend for a further two years. Suppliers will be expected to carry out following both Kennelling and Rehoming services.
