## Summary

The Environment Agency commissioned services to evaluate and refresh the Catchment Based Approach (CaBA) reporting and evidence framework. The work covers catchment-based investment, river restoration and nature-based solutions, with the aim of demonstrating their outputs, outcomes and value more effectively. It includes reviewing the qualitative and quantitative elements of the existing framework, including reporting requirements, metrics, processes and alignment with other reporting streams imposed on delivery partners. The commission also involves identifying ways to connect CaBA reporting with related reporting activity, reduce duplication, and use existing or emerging data and evidence more effectively. The supplier is expected to work with the CaBA Data Group so that the revised framework reflects current data needs. This is research and related consultancy work.

The procurement has been awarded and is complete. It used a selective, non-competitive direct award under a framework, described as a below-threshold framework award. There was one completed lot. The contract was awarded to Eunomia Research and Consulting and signed on 25 August 2026. It runs from 25 August 2026 to 31 March 2027. Its value is £98,052.50 excluding VAT, or £117,663 including VAT. The requirement was evaluated through the direct award route rather than a competition. The contract remains active. The process is below the applicable threshold, and the award relates to services for the CaBA evaluation and reporting framework. No separate award date is recorded in the procurement details.

This procurement demonstrates demand from the Environment Agency for specialist environmental evaluation, reporting and evidence-framework consultancy. A credible future supplier would need to understand catchment-based investment, river restoration and nature-based solutions, and be able to assess both qualitative and quantitative evidence. Relevant capability includes designing practical reporting frameworks, defining useful metrics, reviewing reporting processes, aligning multiple information streams and identifying ways to reduce duplicated requirements. Experience of working with delivery partners and data-focused stakeholder groups would be important, as would the ability to connect existing data with emerging evidence needs. Suppliers should be able to translate complex environmental activity into clear evidence of outputs, outcomes and value, while producing proportionate arrangements that public-sector partners can use consistently.

## Notice

Environment Agency Self-Service Direct Award. Existing CaBA reporting arrangements require review to ensure they remain proportionate, consistent and fit for purpose. The commission will deliver a refreshed CaBA reporting and evidence framework that better demonstrates the outputs, outcomes and value delivered through catchment-based investment, river restoration activity and nature-based solutions. The work will review qualitative and quantitative elements of the current reporting framework, including reporting requirements, metrics, processes and alignment with other reporting streams placed on delivery partners. It will specifically identify opportunities to join up CaBA reporting with related reporting streams, reduce duplication where possible, and make better use of existing or emerging data and evidence requirements. The supplier will work with the CaBA Data Group to ensure the revised framework aligns with current data needs,
