## Summary

NHS Nottingham and Nottinghamshire Integrated Care Board, NHS Lincolnshire Integrated Care Board and NHS Derby & Derbyshire Integrated Care Board are jointly developing a locally designed early-intervention work and health service for people whose health condition or disability affects their ability to remain in, return to or move towards work. The service will provide low-intensity, personalised support, connecting individuals with appropriate health, employment, skills and community provision at an early stage. It is intended to strengthen local work and health pathways, prevent needs escalating, reduce health-related economic inactivity and improve population health outcomes. The work is classified as health and social work services. Delivery will cover the Nottinghamshire, Lincolnshire and Derbyshire ICB areas, with one territory-based lot proposed for each area.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. The authorities expect to present the future procurement process, test the proposed delivery model, understand market capacity, identify innovation and explore constraints. A virtual Microsoft Teams market engagement event is planned for 14 September 2026, from 12:00 to 14:00. Organisations intending to attend are expected to register through the Atamis questionnaire by 11 September 2026 at 17:00. The authorities expect a subsequent notice on 17 September 2026. The proposed contract would run for three years, from 5 March 2027 to 31 December 2029, subject to grant funding. Its estimated value is £10,000,000 excluding VAT, or £12,000,000 including VAT, collectively across the three ICBs. Three territorial lots are likely, subject to confirmation at invitation-to-tender stage.

The engagement will suit providers able to design and deliver integrated, early-intervention work and health support for people with health conditions or disabilities. Relevant organisations are likely to include health and social care providers, employment and skills specialists, voluntary, community and social enterprises, and partnerships combining these capabilities. Strong candidates will be able to offer personalised, low-intensity support and connect people effectively with health, employment, skills and community services. Experience of coordinating local pathways, working across organisational boundaries and acting as a system integrator rather than delivering a standalone programme will be important. Providers should be prepared to demonstrate market capacity, delivery capability, innovation and practical understanding of constraints across Nottinghamshire, Lincolnshire and Derbyshire. The proposed lots are identified as suitable for SMEs and VCSEs, creating scope for smaller or mission-led organisations to participate, including through collaboration.

NHS Nottingham & Nottinghamshire ICB, NHS Lincolnshire ICB and NHS Derby & Derbyshire ICB referred to as the Contracting Authority(s) wish to commission a locally designed, early-intervention work and health service for people whose health condition or disability is affecting their ability to remain in, return to, or move towards work. The service aims to provide low-intensity, personalised support that connects individuals to the right health, employment, skills and community-based provision at the earliest opportunity. The Contracting Authority(s)' aim for this service is to operate as a system integrator, not as a standalone programme with a purpose to strengthen local work and health pathways, prevent escalation of need, reduce health-related economic inactivity and support improved population health outcomes. The intention is for the contract to be for a period of three years, subject to the availability of grant funding. Any extension to the contract will be subject to the availability of additional funding. The estimated total contract value is approximately PS10,000,000 which is collective sum of funding for the three ICBs. The potential proposed split for this value is likely to be 3 lots per territory/ ICB area, this will be confirmed at the ITT stage.
