## Summary

York and Scarborough Teaching Hospitals NHS Foundation Trust intends to commission urgent treatment centre services across four sites operated by the Trust. The service category is specialist medical and related practice services (CPV 85121200). Sites A and B require minor illness services, while Sites C and D require minor illness and minor injury services. The proposed operating pattern is seven days a week: Sites A and B currently operate from 8am to midnight, and Sites C and D from 8am to 8pm, with possible extensions to 24-hour or midnight cover. Approximate patient volumes are 70 per day at Sites A, B and C, and 25 per day at Site D. Delivery is across the Trust’s sites in York and Scarborough.

This is a planned pre-market engagement exercise, not an invitation to tender. The Trust expects to use a competitive process under the Provider Selection Regime for Healthcare Services Regulations 2023. Initial responses, outline operating proposals and indicative costs are sought by 11 September 2026, with a further notice currently expected on 30 September 2026. The proposed contract is intended to start on 1 April 2027, for an initial three-year term with two optional one-year extensions. The estimated annual value is a maximum of £2.5 million, with a total value of £12.5 million including extensions. The exercise covers one lot and will help shape the future specification, staffing model, budget and procurement requirements.

This will suit established urgent treatment centre, primary care, community healthcare or NHS service providers with suitably qualified and experienced clinical and administrative teams. Providers will need to demonstrate the capacity to deliver minor illness and, at some sites, minor injury services across multiple locations and extended seven-day operating hours. The Trust is seeking practical outline proposals for appropriate clinical and administrative staffing and operational models, together with indicative costs. Services must meet NHS urgent treatment centre minimum standards and integrate effectively with local primary care, emergency departments, same-day emergency care, ambulance, out-of-hours and community services. Close working with NHS 111 to book patients into the centres is required, along with achievement of the 95% ECS target.

## Notice

York and Scarborough Teaching Hospitals NHS Foundation Trust is issuing this Prior Information Notice to invite expressions of interest and initial responses from suitably qualified and experienced providers able to offer Urgent Treatment Centre Services across multiple sites operated by the Trust.

This notice is for market testing only, to gauge market interest and influence future commissioning and procurement direction. This notice is issued under the Provider Selection Regime (PSR) of the Healthcare Services Regulations 2023.

Responses will help inform the final specifications and requirements to be used for a Competitive Process to award a contract.

The contract target start date is 01/04/2027 with an initial 3 year term and option to extend for two periods of 1 year each.

Estimated annual contract value is a maximum PS2.5m and total contract value including extension options of PS12.5m.

Lot 1

The Trust intends to award a contract under the the Health Care Services (Provider Selection Regime) Regulations 2023 through a Competitive Process for the provision of Urgent Treatment Centre Services for sites operated by the Trust as indicated below.

Site A 
- Minor Illness services only.
- Current opening hours 8am to midnight 7 days per week (may extend to 24/7).
- Approx. 70 patients per day

Site B
- Minor Illness services only.
- Current opening hours 8am to midnight 7 days per week (may extend to 24/7).
- Approx. 70 patients per day

Site C
- Minor Illness & Minor Injury services.
- Current opening hours 8am to 8pm (may extend to midnight). 7 days per week.
- Approx. 70 patients per day

Site D
- Minor Illness & Minor Injury services.
- Current opening hours 8am to 8pm (may extend to midnight). 7 days per week.
- Approx. 25 patients per day

Providers must be able to meet the UTC minimum standards (https://www.england.nhs.uk/publication/urgent-treatment-centres-principles-and-standards/) and integrate with local primary care, ED, SDEC, ambulance, Out GP Of Hours and community services and work closely with NHS 111 to book patients into the UTCs. Providers will also need to meet the 95% ECS target.

This notice is intended to inform the market of the proposed contract opportunity and seek expressions of interest and initial responses from suitably qualified and experienced providers to help inform the specifications and requirements for the ITT Document Set that will be used for the Competitive Process in due course.

The Trust values the expertise and experience of providers in the market and is seeking initial outline proposals for appropriate staffing/operational models (clinical and admin) for the services outlined with indicative costs provided to help the Trust define suitable service models and appropriate budget.

Further dialogue/discussions with providers may be scheduled as appropriate.

Please note that a response to this notice does not count as registration for the full procurement process, which will be separately advertised via the Find a Tender website and Atamis e-procurement portal.
