## Summary

Network Rail Infrastructure Limited is planning a data management service for Great British Railways (GBR), to support decisions on access to infrastructure for train operations. The solution will store and manage train service specification data that informs the published Infrastructure Capacity Plan, including proposals to amend the plan, change controls and audit records. It should link service specification data with detailed train schedule data, so users can trace proposed and approved changes to individual timetable schedules and data in other operational systems. GBR will develop, maintain, populate, edit and govern the Infrastructure Capacity Plan; the supplier will provide the data management capability rather than make or own the underlying decisions. Delivery is required across the United Kingdom. This is a services procurement in the utilities sector.

The process is at planning stage and represents an intention to procure, not an invitation to tender. Network Rail expects to use a single lot. The planned contract period is 5 June 2027 to 5 June 2029, with a possible extension or renewal to 5 June 2030. Network Rail has planned pre-market engagement through a request for information, with submissions expected by 7 October 2026. A subsequent notice is expected on 7 November 2026. The procurement is above the applicable threshold. The requirement is currently described as data management, data services, software implementation and information technology services. The engagement is intended to help shape understanding of immediate implementation needs and longer-term operational requirements before the formal procurement proceeds.

This will suit suppliers with a proven data management platform and the ability to implement and operate it in a complex rail or infrastructure environment. Relevant capability includes structured storage and governance of train service specification data, controlled workflows for proposals and amendments, audit trails, and robust change management. Suppliers should be able to connect specification data with detailed timetable and operational-system data, while presenting relationships clearly to users. Experience supporting regulated or safety-critical organisations, large operational datasets and long-term service management would be relevant. The buyer is looking for a capability that can support both immediate implementation and future Great British Railways readiness. Potential participants should prepare practical information on solution architecture, implementation approach, integration, governance and ongoing operational support for the market engagement.

## Notice

Network Rail is developing an Access and Use Policy that will set out how Great British Railways (GBR) will make decisions regarding access to GBR infrastructure for train operations. GBR will record these decisions in a new document called the 'Infrastructure Capacity Plan.' Network Rail is seeking a data management solution that could enable GBR to manage the train service specification data that will inform, feed into and support the Infrastructure Capacity Plan. GBR will require a data management solution to store and manage train service specification data, supporting the objective of establishing and maintaining a published Infrastructure Capacity Plan. The solution will also need to hold data about proposals to amend the Infrastructure Capacity Plan, and to manage change controls and auditing of the data. The solution should also support a clear relationship between service specification data and detailed train schedule data, enabling users to understand how proposed and approved specification changes relate to individual train schedules in the timetable and data held in other operational systems. For clarity, GBR will be responsible for developing and maintaining the Infrastructure Capacity Plan, including populating, editing and governing the data held within the solution. The supplier would be expected to provide the data management capability, not to own or determine the underlying train service specification decisions. Network Rail is developing this capability to support future GBR readiness and requires suppliers to consider both immediate implementation needs and long-term operational requirements. Please see the Request for Information document attached to the opportunity listing in Bravo for further information.
