## Summary

NHS Cheshire and Merseyside Integrated Care Board is procuring health services to support children, families and professionals affected by ADHD or autism spectrum disorder (ASD). The service covers Liverpool, Sefton, Wirral, St Helens, Knowsley, Halton and Warrington. Its purpose is to provide neurodevelopmental support across these communities, including support for families and for professionals involved in care and related services. The procurement falls within the health services category. The ICB is the public-sector buyer and intends to consolidate five legacy contracts, previously managed separately under former Clinical Commissioning Group arrangements, into one jointly managed service. The selected provider is ADDvanced Solutions Community Network, a Liverpool-based small or medium-sized enterprise specialising in community support for people affected by ADHD and ASD.

The procurement used a limited direct award procedure without prior publication of a competition, under the Provider Selection Regime for healthcare services. The decision was approved by the Procurement Decision Review Group on 21 July 2026, and ADDvanced Solutions Community Network was selected. The contract is recorded as active and signed on 21 July 2026. It has a value of £2,661,867. The intended contract period is three years, from 1 April 2027 to 31 March 2030, with an annual value of up to £887,289 plus relevant uplifts. The decision was assessed against social value (10%), improving access and reducing health inequalities (20%), value (25%), integration, collaboration and sustainability (20%), and quality and innovation (25%). Providers had eight working days from publication to make representations under the standstill process.

This procurement indicates sustained NHS demand for specialist neurodevelopmental support for children, families and professionals across the Cheshire and Merseyside area. A credible future competitor would need practical experience supporting people with ADHD or ASD, working with families and professionals, and delivering consistent services across several local authority areas. The requirement favours providers able to collaborate with NHS services and other partners, improve access, reduce health inequalities and facilitate patient choice. Evidence of service quality, innovation and long-term sustainability would be important, alongside a clear approach to creating social value. The selected organisation is an SME, showing that this scale of NHS community healthcare requirement can be delivered by a specialist provider rather than only by a large national healthcare organisation.
