## Summary

NHS Cheshire and Merseyside Integrated Care Board is procuring health and support services for children, families and professionals affected by ADHD or autism. The service covers Liverpool, Sefton, Wirral, St Helens, Knowsley, Halton and Warrington. It is intended to bring together five legacy contracts, previously managed separately under former clinical commissioning group arrangements, into one jointly managed service. The work includes support for children and families, as well as professionals involved in their care. The relevant service category is health services. The appointed provider is ADDvanced Solutions Community Network, a Liverpool-based small and medium-sized enterprise. The buyer is the NHS Cheshire and Merseyside Integrated Care Board, based in Warrington.

The procurement has reached the intention-to-award and contract-signature stage under the Provider Selection Regime 2023. The Procurement Decision Review Group approved the decision on 21 July 2026, and the contract was signed that day. NHS Cheshire and Merseyside ICB used Direct Award C to appoint the incumbent provider without prior publication of a competition. The contract is for three years, from 1 April 2027 to 31 March 2030. Its value is £2,661,867, while the stated annual value is up to £887,289 plus relevant uplifts. The decision was assessed against social value (10%), access and health inequalities (20%), value (25%), integration and sustainability (20%), and quality and innovation (25%). The single lot is recorded as cancelled, while the award and contract are active.

This procurement demonstrates established NHS demand for integrated neurodevelopmental support across Cheshire and Merseyside, covering both direct support for children and families and assistance for professionals. A credible future supplier would need experience delivering ADHD and autism services across multiple local authority areas, with sufficient clinical, operational and partnership capacity to replace several legacy arrangements with one coordinated service. Evidence of improving access, reducing health inequalities and facilitating patient choice would be important, alongside strong value management. Providers should also be able to show effective collaboration with NHS and community partners, sustainable delivery arrangements, service quality and practical innovation. Social value commitments form part of the buyer’s assessment, so organisations should be prepared to demonstrate measurable community benefits as well as relevant health-service performance.

Lot 1

NHS Cheshire and Merseyside ICB intend to award a 3 year contract via Direct Award C to incumbent provider to deliver support for Children, Families and Professionals with ADHD or ASD in Liverpool, Sefton, Wirral, St Helens, Knowsley, Halton and Warrington.
