## Summary

The Scottish Government, on behalf of Scottish Ministers and Scottish public bodies, is planning a national training services framework for procurement and project delivery across Scotland. Lot 1 covers project, programme and portfolio delivery training, including accredited training, leadership development, professional qualifications, learning resources, open and closed courses, bespoke programmes, early-career support, continuing professional development and communities of practice. Lot 2 covers procurement and supply-chain training across goods, services and works, including Scottish legislation and policy, commercial skills, specialisms, and sustainable procurement. Both lots require remote and flexible delivery through courses, workshops, blended learning, coaching, mentoring, work-based learning and interactive learning packages. Providers must update existing content and develop new learning aligned with national standards, legislation, methodologies, case studies and Procurement Journey best practice.

This procurement is at the planning stage: the Scottish Government has stated an intention to establish a successor framework, but it is not an invitation to tender. The procurement is divided into two planned lots: Project Delivery Training Services and Procurement Training Services. The estimated total value is £1,200,000 excluding any applicable taxes, in GBP. The buyer expects the next notice to be published on 9 November 2026. The framework is intended to support Scottish Government and other public bodies, with Lot 2 learning aligned to four National Procurement Competency Framework levels: Foundation, Working Knowledge, Practitioner and Expert. Lot 1 is aligned with Scottish Government programme and project management principles. The process is covered by the Government Procurement Agreement.

This will suit established training providers, professional education organisations and specialist consultancies able to deliver at national scale to public-sector learners across Scotland. Lot 1 favours organisations with project, programme and portfolio management expertise, accredited training and qualifications, leadership development, early-career support and capability-building experience. Lot 2 favours providers with strong procurement and supply-chain knowledge, including Scottish public procurement legislation, policy, commercial practice and sustainability requirements. Across both lots, suppliers should be able to provide varied remote learning, coaching and mentoring, work-based learning and high-quality interactive materials. Relevant strengths include designing tailored programmes, adapting existing content, demonstrating practical workplace impact, supporting professional practice and continually refreshing learning to reflect standards, legislation, current methods, case studies and best practice.

## Notice

Scottish Government is seeking the provision of a Procurement and Project Delivery Training Framework on behalf of the Scottish Ministers to support the professionalisation of public procurement and project delivery in Scotland. This is a successor to the procurement and commercial training framework that ended in December 2025 and the project delivery training framework.

### Lot Information

Procurement Training Services

The Scottish Procurement and Property Directorate (SPPD) is the organisation tasked with procuring goods, works and services on behalf of Scottish public sector bodies. SPPD is seeking the provision of a Procurement Training Framework Lot on behalf of the Scottish Ministers to support the professionalisation of public procurement in Scotland. SPPD aims to deliver sustainable value for money through effective engagement and collaboration throughout the procurement process whilst complying with national procurement strategies and contracts. SERVICES REQUIRED: Scottish Government's mission as an organisation is to work together to improve the lives of the people of Scotland. Our vision is to be dynamic, diverse and connected, serving Scotland now and in the future. We must ensure the Procurement profession is developing individuals and teams. As well as attracting, developing and retaining new and existing procurement talent, leadership is essential." We continue to invest in building capability and skills for procurement and supply chain professionals to ensure that officials across Scottish Government and the public sector in Scotland have the necessary skills now and, in the future, so that public procurement spend is used in a business friendly, socially responsible and legally compliant manner to deliver real public value whilst balancing cost, quality and sustainability. During 2026 we are considering placing a training and development framework to provide Scottish Government and other public bodies in Scotland with tailored learning and development, grounded in the Scottish public procurement context, to build capability in the following areas. Public procurement skills across a broad range of topics covering goods, services and works, including current legislation and policy relevant to Scotland, building commercial acumen, and procurement and supply chain specialisms. Includes procurement skills specifically related to the Sustainable Procurement Duty and its associated tools and guidance under the Procurement Reform (Scotland) Act 2014 (and any subsequent legislation), with particular regard to improving procurement capability and embedding sustainability into procurement processes.

Project Delivery Training Services

The Project Delivery Training element of the Framework provides a strategic learning and development service to strengthen project, programme and portfolio management capability across the Scottish Government and wider Scottish public sector. Its purpose is to support the development of project delivery professionals by providing access to accredited training, leadership development, professional qualifications, learning resources and tailored capability-building interventions that help turn policy and business strategy into successful delivery outcomes. The scope of the framework includes the delivery of open and closed training courses, bespoke learning and development programmes, project leadership development, support for early career entrants and professional accreditation. It also supports knowledge sharing, communities of practice, continuing professional development and the embedding of project delivery standards, principles and best practice across participating public bodies throughout Scotland. The framework is aligned to the Scottish Government's programme and project management principles ensuring that the learning opportunities best support the learning outcomes of the staff attending.
