## Summary

Natural England is commissioning qualitative social research into how landowners and land managers view the opportunity presented by the 30by30 delivery target, and why they might choose to participate. The work is intended to support greater uptake of 30by30 among medium and large landholdings, particularly those capable of meeting the silver and gold thresholds in the 30by30 Delivery Plan. The requirement covers research, survey and social research services. It is a UK-wide study focused on landowners and managers across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, the South East and the South West. The buying organisation is Natural England, a central government public authority.

The procurement has reached tender: Natural England invited quotations through a below-threshold open competition. Bids were required by 23 September 2026 at midnight. Clarification questions could be submitted by email during the tender process, with responses circulated to tenderers unless commercially sensitive. There is one lot. Experience of environmental, rural, land management or conservation research would be directly relevant to the subject matter. The work particularly suits organisations capable of assessing views among landholders who were not directly involved in designing the target, including those whose holdings may meet the silver or gold thresholds in the 30by30 Delivery Plan. Suppliers should be able to deliver a focused social research project across England and provide a response compliant with the RFQ.

## Notice

Please note the budget is for PS45,000 exclusive of vat. The project will run until the end of March 2027. The overall aim of this qualitative social science research project is to understand what a diversity of landowner or managers, who have not been directly engaged in the process of designing the 30by30 delivery target, think of the opportunity offered by 30by30 for them, and why. The focus will be on landowners and/or managers of medium and large-sized landholdings, reflecting the fact that encouraging involvement of this group, particularly those that can meet the silver and gold tier thresholds described in the 30by30 Delivery Plan, is a priority. The purpose of the research is to use this understanding to help facilitate uptake of the target among this group.
