## Summary

Lincolnshire County Council is considering an environmental sensing system for Millenium Lodge, a 28-bed local-authority secure children’s home. The requirement would cover in-room environmental sensing across 28 children’s rooms, including system hardware, guidance and support for installation, configuration, staff training, operational support, maintenance and system updates. Installation would be carried out by the Council’s build contractor, with the appointed supplier expected to provide guidance and support. The system is intended to help balance children’s safety with dignity, privacy and relational care in a secure setting. This procurement is at the planning stage: the Council has stated an intention to procure but has not invited tenders. It expects to publish a subsequent notice by 1 November 2026. The planned procedure is above-threshold and will comprise one lot. The lot is currently planned to run from 1 April 2027 to 31 March 2030. The procurement concerns one integrated system and associated installation guidance, configuration, training, support, maintenance and updates.

This will suit suppliers of environmental sensing or monitoring systems for secure, residential, healthcare or custodial settings, particularly businesses able to supply hardware and support its deployment through another contractor. Relevant preparation should include demonstrating reliable system configuration, maintenance, software or system updates, staff training and operational support. Suppliers should be ready to explain how their technology protects privacy, confidentiality and dignity while supporting safeguarding, and how it addresses transparency, inclusion and ethical concerns around intrusive or human monitoring. Experience working with vulnerable children or in secure environments would be well placed to address the Council’s stated priorities. The Council has indicated that small and medium-sized enterprises can participate, so specialist technology providers may be suitable when the procurement reaches the market.

## Notice

Millenium Lodge is a pathfinder 28 bedded Local Authority Secure Children's Home, it is designed around the learning taken from visits to all secure children's homes in the UK as well as the secure estate in Norway. The home will provide care for the most traumatised, vulnerable children in our society whilst catering for children placed through the Youth Justice System and children placed on Welfare Grounds. LCC is considering the instalment of an in-room environmental sensing system across 28 children's rooms within the secure unit. Any requirement would be for the provision of the system hardware, guidance and support of installation (which will be carried out by the LCC contractor responsible for the build) system configuration, guidance, training and support for staff in the use of the system, operational support and maintenance of and updates of the system. The Council needs to establish how to balance the imperative to keep children safe with the equally important duty to preserve dignity, privacy, and relational care. Children placed in secure settings are among the most vulnerable in the care system, and as such, any intervention, particularly one involving human monitoring, must be held to a higher ethical and practice threshold than would apply in other contexts. The rapid uptake in the adoption of new technologies has generated a growing concern around privacy, transparency, inclusion, and confidentiality. Within inpatient and custodial settings, there has been intense scrutinization around the use of restrictive and intrusive practices, for example, camera-based monitoring systems
