## Summary

National Gas Transmission plc is planning a Main Works Contractor framework for its Control System Replacement Programme across compressor stations on the National Transmission System in Great Britain. The work will replace and upgrade station control systems to improve cyber resilience, modernise legacy infrastructure, protect critical operational assets and maintain safe, reliable gas transmission. Main Works Contractors are expected to deliver detailed design, manufacture, installation, testing and commissioning after a separate Front-End Engineering Design study for each project. The procurement is for engineering and construction works, classified under CPV 45220000, within the utilities sector. Several contractors are expected to be appointed to the framework and engaged on projects across the programme.

This process is at the planning stage and is a preliminary market engagement exercise, not an invitation to tender. National Gas Transmission plc intends to use a framework agreement to appoint several Main Works Contractors. The framework is expected to cover projects with an indicative contract period from 1 November 2027 to 31 October 2035. Interested parties are expected to express interest by completing and returning the buyer’s response template by 9 October 2026. The template must be requested from the buyer using the published engagement arrangements. The procurement is above the applicable threshold. The engagement is intended to gather market feedback and help refine the forthcoming procurement approach.

This will suit established engineering, construction and industrial control-system contractors able to deliver complex works at operational gas compressor stations. Relevant capability is likely to include detailed control-system design, manufacture or integration, installation, testing and commissioning, together with the management of interfaces across multiple projects. Suppliers should be prepared to modernise legacy infrastructure and implement robust cybersecurity measures for critical national infrastructure. Experience of safety-critical environments, reliable operational technology and compliance with applicable national and international cyber-security standards will be important. Contractors with the capacity to work across Great Britain and support a programme of successive station projects are particularly well placed to prepare for the future framework competition.

## Notice

This opportunity is published to advertise a preliminary market engagement exercise being conducted by National Gas Transmission PLC ("NGT"). NGT is seeking feedback from the market to support and refine its approach to a forthcoming procurement process in respect of the RIIO-GT3 Control System Replacement Main Works Contractor (MWC) Framework. Who are NGT NGT play a vital role in delivering gas to millions of people across Great Britain. NGT owns, manages, and operates the National Transmission System ("NTS") in Great Britain, making gas available when and where it's needed. NGT ensure that the network is safe, reliable and available, and that it delivers value for our customers and stakeholders, while minimising impact on the environment. What is the Control System Replacement Programme The overarching scope of each project in the programme is the complete replacement and upgrading of the compressor station's control systems to enhance cyber resilience. This involves modernising legacy infrastructure, implementing robust cybersecurity measures, and ensuring that the control systems are capable of withstanding evolving digital threats. The upgrades are intended to safeguard operational integrity, protect critical assets, and align with national and international standards for cyber-secure infrastructure. RIIO-GT3 Control System Replacement MWC Framework NGT has now transitioned from the RIIO-GT2 regulatory period into RIIO-GT3, which runs from April 2026 to March 2031. As part of this new regulatory period, NGT is implementing a new delivery model for the remaining projects within the Control System Replacement Programme. Under this model, a FEED Partner will be appointed to undertake the FEED study for each project. Upon completion of the FEED phase, NGT will appoint a Main Works Contractor (MWC) to deliver the detailed design, manufacture, installation, testing, and commissioning of the relevant station control system works. To support the efficient delivery of the programme, NGT intends to establish a framework agreement through which a number of Main Works Contractors will be appointed and subsequently engaged to deliver projects across the programme. How to express an interest Interested parties are to express an interest by completing and returning the response template. Please request the response template by emailing Thomas.Jones@nationalgas.com and Syed.Kully@nationalgas.com.
