## Summary

The Royal Agricultural University sought a replacement CCTV system for its campus in Cirencester. The requirement covered the supply, configuration, integration and commissioning of all remaining components needed to create a fully operational surveillance solution, including cameras, software licences, peripheral hardware, network cabling and installation. It also included staff training, lifecycle maintenance and software support. The system had to integrate with the University’s existing Avigilon Unity 160TB AI NVR2X server and support future campus growth, including a planned large-scale development. The procurement combined goods, such as surveillance equipment, with services for installation, repair, maintenance and security-system support. The University was the buyer and the work was to be delivered at its campus in the United Kingdom.

The procurement reached tender: the University invited offers through an accelerated competitive flexible procedure, with an ITT questionnaire and quotation in phase one, followed by presentations for shortlisted bidders. It was subsequently cancelled and withdrawn by the University; no submissions were accepted and no contract was awarded. The estimated value was £250,000 excluding VAT and £300,000 including VAT. The enquiry deadline was 29 September 2026 at 18:00, and the tender submission deadline was 31 December 2026 at 23:59. The proposed contract period was 10 January 2027 to 10 January 2032, with a possible one-year extension to 10 January 2033. Evaluation allocated 30% to value for money and 70% to technical capability.

This opportunity suited CCTV, security technology and systems-integration suppliers able to deliver an end-to-end campus surveillance solution rather than equipment alone. Relevant bidders would need capability in camera deployment, video-management software, networking, installation, commissioning, user training and ongoing maintenance and software support. Experience integrating new equipment with the University’s existing Avigilon Unity 160TB AI NVR2X infrastructure would have been important, as would the ability to design a solution that can expand as the campus develops. Suppliers needed to demonstrate technical capability through the ITT questionnaire and support their offer with a quotation. The procurement was identified as suitable for small and medium-sized enterprises, and evaluation placed greater emphasis on technical delivery than price.

## Notice

ON HOLD - Coming soon - We are revising the timetable. This procurement represents a re-tender of the opportunity for a Replacement CCTV System previously published under the notice reference 2026/S 000-056590. Following a comprehensive review of the previous iteration, the RAU has revised both the core technical specifications for the estate's video management system and the associated assessment methodology to better align with the organisational security objectives and market capabilities. The University has recently updated its central storage infrastructure and has deployed an Avigilon Unity 160TB AI NVR2X server to the RAU estate. Consequently, this Invitation to Tender (ITT) covers the supply, configuration, integration, and commissioning of all remaining system elements required to deliver a fully operational solution that integrates with this existing hardware asset, The scope includes, but is not limited to: cameras, software licences, peripheral hardware, network cabling, installation services, staff training, and ongoing lifecycle maintenance and software support services. Potential Bidders should note that the evaluation framework utilizes a refined combination of objective (commercial models) and subjective (qualitative delivery) award criteria. Full details of the updated requirements and explicit assessment matrices are provided within the associated tender documents. IMPORTANT Notice Regarding Previous Submissions: This process is an entirely independent procurement exercise. For the avoidance of doubt, responses received during the aborted 2026 exercise do not constitute, and will not be treated as, preliminary market consultation or market engagement information under the Procurement Act 2023. Bidders who participated previously must submit a completely fresh response based solely on the current ITT. Evaluators will assess submissions exclusively on the information provided within this application; no data, materials, or scoring from the previous exercise will be carried forward, referenced, or considered.
