## Summary

Nuclear Restoration Services Limited commissioned an upgrade to the Supervisory Control and Data Acquisition (SCADA) system at the Hunterston A nuclear site in Scotland. The system remotely monitors tank levels in the Active Effluent Treatment Plant, including the AETP and RDT tanks. The requirement addresses ageing operational technology, poor reliability and repeated failures after planned electrical switching, which can leave the system unavailable. The scope is to replace or upgrade the existing SCADA with a modern equivalent so that the treatment facilities remain maintained and available for operational use. This is a specialist industrial control, monitoring and operational technology service, with an emphasis on reliable operation in a nuclear decommissioning environment. The procurement is for services and was managed by Nuclear Restoration Services Limited, based in Warrington.

The procurement is complete and was awarded directly without competition as a below-threshold contract. It was a single-lot requirement, with the award made to Booth Welsh, an Irvine-based SME. The award date was 3 September 2026. The contract was signed on the same date and runs from 14 September 2026 to 31 March 2027. Its value is £39,293 excluding VAT, or £47,151.60 including VAT. The award covers repair and maintenance services for measuring, testing and checking apparatus, applied to the SCADA upgrade. The contract is active. The published outcome therefore records a selected supplier and an agreed delivery period for the modernisation of the Hunterston A monitoring and control system, rather than an open competitive tender.

This award demonstrates demand from Nuclear Restoration Services for specialist SCADA modernisation and dependable operational technology support at a nuclear site. A credible future competitor would need to assess ageing industrial control systems, design or deliver upgrades to modern SCADA platforms, and integrate remote monitoring for treatment-plant tank levels. Evidence of maintaining high-availability control and monitoring assets would be relevant, particularly where failures after electrical switching affect facility availability. Suppliers should be able to work safely and reliably in a nuclear decommissioning environment and understand the operational consequences of system downtime. The requirement also indicates that the buyer may use a direct, below-threshold route for this scale of specialist service, so established technical capability, relevant site experience and a clear ability to restore reliability would be important when demonstrating suitability.

## Notice

The NRS Hunterston A Site is weak in areas around our Operational Technology, and requires the support ensure our facilities are maintained and available for their operational requirement. The SCADA allows the Remote monitoring of the AETP tank levels and RDT tanks levels within the overarching Active Effluent Treatment Facility. The SCADA is an ageing asset that has been periodically failing. The System is at the stage of poor reliability, after any planned electrical switching works, we have multiple failures on re-start and the system remains unavailable for a period of time. The scope includes an upgrade to the SCADA to a modern equivalent.
