## Summary

NHS South Yorkshire Integrated Care Board is procuring an Severe Mental Illness (SMI) Living Well Service for adults in Rotherham. The service will form part of Rotherham’s Healthy Neighbourhoods approach, supporting people to stay well, access help earlier, and improve their physical and mental wellbeing. It will reduce barriers that contribute to poorer health outcomes and respond flexibly to local priorities and changing neighbourhood needs. Staff will work within multidisciplinary teams across North, East, South and West Rotherham. Until neighbourhood arrangements are fully operational, the service will work with Rotherham Primary Care Integrated Mental Health Hubs. Direct referrals will be accepted for people needing only this service; wider mental health needs will be routed through the hubs. This is a public-sector mental health guidance service.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a single lot and uses the light-touch regime. Enquiries had to be submitted by 23 September 2026 at 12:00, and offers by 5 October 2026 at 12:00. The intended award decision date was 30 October 2026. The contract period is 1 February 2027 to 31 January 2028, with an optional one-year extension to 31 January 2029. The annual budget must not exceed £331,500. The estimated total value is £994,500 excluding VAT and £1,193,400 including VAT. Quality accounts for 100% of evaluation. Offers may be submitted electronically in English via the buyer’s online procurement system.

This opportunity suits organisations experienced in supporting adults with severe mental illness through community-based, preventative and recovery-focused services. Strong candidates will be able to provide practical guidance and timely support, work across local neighbourhoods, and adapt delivery as needs and priorities change. The service requires effective collaboration with primary care mental health hubs and neighbourhood multidisciplinary teams, including clear referral arrangements for people needing wider assessment, treatment or support. Providers should therefore be comfortable working across organisational boundaries and contributing to service development and testing during a shadow implementation period. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, making it relevant to specialist charities, social enterprises, community providers and established mental health organisations.

## Notice

Healthy Neighbourhoods The Service will become part of Rotherham's Healthy Neighbourhoods approach, helping adults living with Severe Mental Illness (SMI) get the right support at the right time, close to where they live. Staff will work as part of neighbourhood multidisciplinary teams across North, East, South and West Rotherham. Together, they will help people stay well, access support earlier, improve their physical and mental wellbeing, and reduce barriers that can lead to poorer health outcomes. During the 2026/27, Healthy Neighbourhoods shadow implementation period, the Service will play an active role in developing and testing neighbourhood-based working arrangements. The needs of people living in each neighbourhood may be different and can change over time, so the Service must be flexible and respond to local priorities and emerging needs. Until such time as the Neighbourhood working arrangements are fully operational and finalised, the Service will work as part of the Rotherham Primary Care Integrated Mental Health Hubs. People who only need support from the SMI Living Well Service should be referred directly to the Service and do not need to go through the Primary Care Integrated Mental Health Hub. People who may need wider mental health assessment, treatment or support should be referred through the Hub. The contract will be for two years with the option to extend by one further year, making a total of three years. The annual budget must not exceed PS331,500
