## Summary

JNCC SUPPORT CO is commissioning environmental research services to understand the consequences of UK agricultural and commodity production being displaced overseas. The work will address pressures on UK land from housing, Net Zero commitments and nature recovery, and the possibility that reduced domestic production leads to increased production elsewhere. The supplier must develop an interim model estimating where a specified quantity of a commodity might instead be produced if UK land is no longer available, using clear and transparent assumptions. The procurement has reached tender: JNCC SUPPORT CO invited offers through an open procedure. This opportunity suits environmental consultancies, research organisations and specialist analytical teams able to combine agricultural or commodity-production knowledge with environmental impact assessment and quantitative modelling. Strong bidders will be able to identify plausible alternative production locations, make transparent and defensible assumptions, and assess impacts such as carbon and biodiversity effects across domestic and international settings. Experience of developing interim models, interpreting land-use pressures and connecting results to established indicators such as the Global Environmental Impacts of Consumption indicator would be relevant. The evaluation gives greatest weight to the quality of the proposed bid, with further emphasis on the contractor’s details and social value. The procurement is identified as suitable for small and medium-sized enterprises.

## Notice

There is increasing pressure on land use in the UK due to demands from housing development and commitments to Net Zero and nature. This, combined with a changing climate, mean there may be less land available for agricultural commodity production within the UK. This may result in a displacement of production overseas. While there is good evidence on the carbon, biodiversity and other environmental impacts that any given land use change will bring in situ, there is currently no established method of identifying 1) where crops are likely to be grown instead and 2) what impacts this displaced crop growth may have. A way to estimate these could provide evidence that would help guide land use decisions and policy by providing a holistic understanding of both the domestic and international implications of these decisions. Project Aims 1. To produce an initial interim model that estimates where production would be displaced if a given area of land in the UK, producing a set quantity of a commodity, was no longer used for commodity production. The model will be based on clear and transparent assumptions. 2. To estimate the environmental impacts of production in these new locations. The calculated environmental impacts will ideally map onto those included in the Global Environmental Impacts of Consumption (GEIC) indicator.

Renewal: Important: The estimated value of the initial Contract term (November 2026-March 2028) is PS220,000. The advertised Contract value of PS330,000 includes the Authority's option to extend the Contract for up to a further twelve (12) months and commission the potential follow-on work described in Section 6 and section 16 of the Annex A. There is no guarantee that the option to extend will be exercised or that any follow-on work will be commissioned. Accordingly, bidders are not required to provide detailed project plans or pricing for the optional follow-on work at this stage.
