## Summary

City of Doncaster Council is procuring services to design, develop and implement a new website for Doncaster Sheffield Airport (DSA), working with Fly Doncaster. The website is intended to support an operational airport, replacing or extending the initial site that explains the planned reopening and provides information for stakeholders and the public. The requirement covers user-centred website design, accessibility, security, software implementation, IT support and website maintenance. Work is to be delivered for DSA in South Yorkshire, within the United Kingdom. This is a digital service opportunity for website agencies, digital product teams, software developers and IT support providers with the ability to deliver and maintain a public-facing airport website.

The procurement has reached tender: the council invited offers through a below-threshold open competition. Enquiries had to be submitted by 24 September 2026 at 15:00 UTC, and offers by 5 October 2026 at 15:00 UTC; electronic submission is allowed. The contract is scheduled to run from 9 November 2026 to 8 November 2030, with renewal options of two further 12-month periods and an option for software updates. Its estimated value is £100,000 excluding VAT and £120,000 including VAT. There is one contract, and award will use the Most Advantageous Tender assessment: pass/fail conditions of participation, pass/fail quality requirements, then quality weighted at 60% and price at 40%.

The opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises, and is relevant to suppliers able to combine digital strategy, user research, accessible interface design, secure web development and implementation. Strong candidates will be able to create a clear public-facing service for an airport that must serve stakeholders and the wider public, while supporting operational requirements. Relevant capability includes integrating and configuring website software, providing ongoing technical support, carrying out maintenance and delivering future software updates. The assessment places greater weight on quality than price, so suppliers should be prepared to demonstrate a robust delivery approach, accessible and secure design practice, dependable support capacity and experience of maintaining websites or digital services through a long-term contract.
