## Summary

The Government Property Agency intends to procure a ServiceNow development and managed services delivery partner. The requirement covers ongoing support, maintenance, development and optimisation of its ServiceNow platform, including platform development, application support, platform administration, upgrades, integrations, technical consultancy and continuous improvement. This is a software support and platform services contract for work supporting the Agency’s operations across the United Kingdom. The buyer is a central government property organisation based in Birmingham. Suppliers should be able to provide an integrated service covering both technical delivery and ongoing managed support, rather than a one-off implementation or isolated software development assignment. The requirement is intended to support the continuing operation and improvement of the Agency’s ServiceNow environment.

The work is likely to favour teams with the capacity to provide a sustained managed service, respond to operational support needs and deliver further platform development over several years. Experience of working with public sector or other complex organisations may help suppliers understand governance, service continuity and stakeholder requirements, although the published requirement specifically welcomes suppliers with relevant ServiceNow development and managed services experience. The Government Property Agency (GPA) intends to undertake preliminary market engagement in advance of a proposed procurement for ServiceNow Development and Managed Services.
An online market engagement session will be hosted by techUK on Wednesday 9 September 2026, from 14:00 to 15:30.
Overview of the Requirement:
GPA is preparing to procure ServiceNow Development and Managed Services to support the ongoing development, implementation, enhancement, optimisation and support of its ServiceNow platform.
The purpose of this preliminary market engagement is to provide potential suppliers with an early overview of the anticipated requirement and to seek market feedback and insight to help GPA further develop its requirements and inform its commercial and procurement approach prior to commencing the formal procurement process.
The virtual market engagement session is expected to include:
Part 1: A presentation from GPA providing organisational context and an overview of the anticipated requirement.
Part 2: A supplier question and answer session.
Part 3: An interactive market engagement session to obtain supplier feedback, ideas and market insight on the proposed requirement and procurement approach.
