## Summary

Reigate and Banstead Borough Council is procuring a main contractor to modernise and refurbish Horley Community Centre. The works cover design development after RIBA Stage 4 and delivery of the physical refurbishment, including internal remodelling, minor demolition, new partitions and openings, replacement windows, doors and toilets, a Changing Places toilet, and new wall, floor and ceiling finishes. External works include forecourt resurfacing and landscaping, planting, fencing, cycle stands, a replacement entrance canopy with feature signage, and photovoltaic panels on the roof. The project also includes complete electrical, IT, data, fire alarm, access control and intruder alarm replacements, together with heating, ventilation, cooling, gas, water and drainage works. The contract is for refurbishment and construction work at the community centre in Horley.

The procurement has reached tender: the Council invited offers through a two-stage below-threshold open competition. Stage One requires a Procurement Specific Questionnaire, after which four highest-scoring tenderers will be shortlisted for Stage Two and invited to submit tenders. Enquiries had to be submitted by 21 September 2026 at 23:59, and Stage Two tender responses by 30 September 2026 at 12:00. Electronic submission is allowed through the South East In-Tend e-sourcing portal. The estimated contract value is £1.6 million excluding VAT, or £1.92 million including VAT. The contract period is 19 February 2027 to 19 August 2028. There is one lot. Evaluation is 70% price and 30% quality. Optional elements may be instructed, with programme implications and variations handled under the contract.

This opportunity suits an experienced main contractor able to manage a complex community-building refurbishment while developing the design after RIBA Stage 4. Bidders need the capability to coordinate demolition, partitions, finishes, external landscaping, roofing and photovoltaic installation, alongside extensive electrical, data, security, fire-safety, mechanical, plumbing, gas, water and drainage works. The scope calls for a contractor able to manage multiple specialist trades, sequencing and interfaces within an existing building, and to deliver accessibility-related facilities including a Changing Places toilet. Suppliers must be able to prepare a full tender response after completing the Procurement Specific Questionnaire, work under the JCT Design & Build 2024 contract, and accommodate optional works and instructed changes. The procurement is identified as suitable for SMEs.
