## Summary

Cornwall Council commissioned services for the Youth Engagement Project’s control group within the Youth Futures Foundation-funded YFF Randomised Control Trial. The requirement is focused on young people aged 16 to 24 who are not in education, employment or training. It covers one-to-one support, small-group work and a minimum 12-week pre-employment vocational training course focused on the health and social care sector. This outcome indicates demand for a specialist delivery partner able to work with 16-to-24-year-olds who are not in education, employment or training, and to provide sustained employability support rather than a single intervention. A credible competitor for a future requirement would need practical experience of one-to-one youth support, small-group facilitation and pre-employment vocational training lasting at least 12 weeks. Knowledge of the health and social care employment sector would be important, including the ability to design training that leads towards relevant jobs. Providers should also be able to support delivery within a council-funded youth programme and demonstrate the capacity to manage participants through structured support and vocational preparation.

## Notice

Currently, the Youth Engagement Project has contracts in place for service delivery by specialist delivery partners and we aim to replicate this for the YFF - Randomised Control Trial which will be a new externally funded provision. The Youth Engagement project will support the control group participants of the YFF - Randomised Control Trail which has been awarded to Cornwall Council by the Youth Futures Foundation to offer a 15-month project aimed at offering Pre-Employment Vocational Training to individuals who are 16-24 and are NEET. This project covers Lot 4 only which was advertised under DN812388 and received no bids. Lot 4 - Providing 1 to 1 support to individuals, small group work & PEVT course (minimum 12 weeks) focused on Health & Social Care Job Sector = PS125,000 (Actual PS99,781.08)
