## Summary

The Mayor’s Office for Policing and Crime (MOPAC) intends to commission London-wide health and social work services supporting victims and survivors of violence against women and girls (VAWG). The programme aims to improve economic independence through three strands: building the London workforce’s ability to recognise economic abuse and helping survivors recover from it; direct support to economically re-stabilise after abuse; and direct support through education, training and employment to rebuild economic independence. Delivery is across London. The work may suit organisations providing specialist VAWG support, economic-abuse recovery services, employability and training support, or coordinated advice and casework. A single organisation, partnership or consortium may deliver the service, provided it has a lead provider and covers the full programme.

This procurement is at the planning stage: MOPAC has stated an intention to procure and has not issued an invitation to tender. The expected arrangement is one lot under the light-touch services regime, using a tender procedure. The initial contract is expected to run from 1 April 2027 to 31 March 2030, with a possible one-year extension to 31 March 2031. The potential value is £2,760,000 for the initial three years, plus £920,000 for the extension, totalling £3,680,000 excluding VAT; the gross value is £4,416,000. MOPAC plans market-engagement events: an in-person session at City Hall, London, on 30 September 2026 and an online session on 2 October 2026. Event bookings are requested by 28 September 2026 at 5pm.

When the procurement reaches the market, it is likely to suit established VAWG specialists, social enterprises, charities and public-service providers able to combine safeguarding, economic-abuse support, economic stabilisation, education, training and employment services. MOPAC says bidders must deliver all key programme elements across London and mobilise quickly within the required timescales. Strong applicants will therefore need pan-London reach, sufficient operational capacity and a robust safeguarding framework. The VAWG specialist element must span all forms of VAWG, including economic abuse. Partnership or consortium working could suit organisations combining complementary expertise, but there must be one lead provider with responsibility for the whole service. The stated organisational expectations also include being anti-racist and anti-discriminatory and employing staff on the Living Wage.

## Notice

The project will provide support to victims and survivors of VAWG in London to improve their economic independence. It will do this in three ways: Support for the London workforce to improve their capability in recognising economic abuse; and helping victims and survivors to recover from economic abuse. Direct support for victims and survivors of VAWG to economically re-stabilise following abuse. Direct support to victims and survivors of VAWG to re-build their economic independence via education, training and employment. We will accept applications from single organisations; we also welcome partnership/consortium applications due to the different elements of the project. Organisations/partnerships/consortiums must: Have one lead provider. Have a VAWG specialist element which spans all forms of VAWG including economic abuse. Be able to deliver all key programme elements. Be able to mobilise quickly within given timeframes. Have a robust safeguarding framework. Be anti-racist and anti-discriminatory. Be a living wage employer. Be able to work pan-London. The initial contract term is 3 years with a potential contract value of PS2,760,000 plus a potential one year extension with a value of PS920,000.
