## Summary

The Utility Regulator, with procurement managed by CPD – Supplies & Services Division, is seeking a supplier to develop, implement and manage the project plan for Phase 1 of Northern Ireland’s Customer Care Register project. The work covers a joint electricity and gas register, known as the energy CCR, with two tiers: a medical tier for people reliant on electricity for healthcare needs or living with a terminal illness, and a needs-based tier. During Phase 1, the water CCR will remain a single-tier register and will not introduce needs-based recording. This is a professional services requirement combining project management, energy and related services, energy-efficiency consultancy, research and development consultancy, and development consultancy. Delivery is in Northern Ireland.

The process has reached tender: the buyer invited offers through an open procedure. Questions had to be submitted by 25 September 2026 at 15:00, and tenders were due electronically by 5 October 2026 at 15:00 through eTendersNI; paper submissions were not accepted. Strong bidders will be able to provide experienced key personnel, develop a credible and deliverable project methodology, and manage dependencies, risks, contingencies and stakeholder requirements through implementation. Relevant capability may include energy-sector knowledge, customer care or vulnerability-register design, service development, research and consultancy, and coordinating work across utility stakeholders. The evaluation gives most weight to the experience of the proposed personnel, so suppliers should be able to demonstrate closely relevant expertise rather than relying only on general corporate credentials. The requirement is identified as suitable for small and medium-sized enterprises.

## Notice

The Northern Ireland Authority for Utility Regulation (UR) requires a Supplier to develop, implement and manage the delivery of a project plan for Phase 1 (only) of the Customer Care Register project. This phase will see the development and implementation of a joint electricity and gas CCR (referred to as the 'energy CCR'). The energy CCR will be a two-tiered register with a medical tier (for those reliant on electricity for healthcare needs and those with a terminal illness) and a needs-based tier. The water CCR will remain as a single tiered CCR during Phase 1 and needs-based recording will not be introduced for water during this phase. Further details on requirements are outlined in the Specification document.
