## Summary

Darlington Borough Council is planning a maintenance and repair service for door entry systems, automatic and general doors, cloud-based access control and Lifeline equipment. The requirement is divided into three service areas: scheme doors, door-entry and intercom systems and Lifeline equipment; corporate building doors and access systems; and housing-block doors and access systems. The service includes 24-hour emergency call-out support alongside routine maintenance and repairs. It is a services contract involving security equipment, access-control systems and associated electrical and mechanical building installations. Delivery is associated with Darlington and the council’s buildings and housing stock. Suppliers providing integrated access, door and emergency-response maintenance may find the scope relevant.

This procurement is at the planning stage: the council has stated its intention to procure, but there is no invitation to tender yet. It expects to publish a subsequent notice by 30 September 2026. The council is carrying out preliminary market engagement through a questionnaire, which it expects suppliers to complete by 18 September 2026 using the OPEN eTendering system. The planned requirement has three lots, although the published structured information currently sets out the period and suitability for Lot 1. The estimated total value is £1,489,200 gross, in GBP. The planned contract period is 1 March 2027 to 28 February 2030, with renewal provisions potentially extending it to 29 February 2032. The procurement procedure and evaluation basis have not been settled in the published planning information.

The planned work should suit contractors with operational teams able to maintain and repair door-entry equipment, automatic and general doors, intercoms, cloud-based access-control systems and Lifeline equipment. Strong candidates are likely to combine electrical, mechanical, security and access-control engineering skills with reliable fault diagnosis, planned maintenance and rapid emergency response. Experience supporting housing schemes, communal residential blocks and corporate or public buildings would be relevant, particularly where systems must remain safe and available around the clock. Suppliers should be prepared to demonstrate the capacity to provide 24-hour call-out coverage, manage multiple service environments and maintain records across a varied equipment estate. Lot 1 is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, which may support specialist providers or collaborative delivery models.
