## Summary

Dundee City Council is procuring a multi-supplier framework for surveying and treating defects and contamination in domestic properties in Dundee. The services cover dry and wet rot surveys and treatment, woodworm and other wood-boring insect infestation, mould removal, damp and condensation treatments, invasive investigations, basement waterproofing and mould-remediation fogging. There are three service areas: surface treatments for condensation, dampness and mould excluding fogging; invasive treatments and investigation; and mould-treatment fogging. The procurement is for building surveying, property preservation, remedial building work, waterproofing, repair and maintenance, disinfection and environmental treatment services. Each service area is intended to support domestic property inspections, treatment, reporting, certification and remedial recommendations.

The procurement has reached tender: Dundee City Council invited offers through an open procedure for a framework agreement, with electronic submission required in English. The tender deadline and bid opening were 5 October 2026 at 12:00, and bids had to remain valid for 120 days. The framework is expected to run for 720 days, with two possible one-year renewals. Its maximum estimated value is £5.2 million including the three lots; suppliers may bid for all lots, and the Council intends to appoint between three and five contractors to each. Awards are based on 60% price and 40% quality, with pass/fail checks covering specification compliance, ICT and cyber security, CDM, health and safety, risk assessments, sample reports, response times and environmental requirements. Quality scoring also covers delivery, resourcing, communication, customer care, improvement, community benefits and Fair Work First.

This opportunity suits general building or joinery contractors for surface treatments, provided they can demonstrate the competence, experience and resources to deliver complete works. Specialist property-preservation contractors are suited to invasive treatment and investigation, requiring expertise in damp proofing, timber preservation, fungal decay, wood-boring insects, basement waterproofing and remedial work. Mould-fogging specialists need proven experience diagnosing and remediating mould in domestic and public buildings, with ULV fogging, antimicrobial treatment, HEPA filtration and moisture-assessment capability. Lots 2 and 3 require current Property Care Association membership or an approved equivalent, suitably qualified or trained staff, appropriate insurance, risk controls, reports and certification. All bidders need sound financial standing, including an Equifax score of at least 35, and must deliver 14 community-benefit outcomes.
