## Summary

Oxford Health NHS Foundation Trust is procuring a four-year, multi-supplier estates design and construction consultancy framework for its capital and estates programme. The 11 service areas cover full multidisciplinary design; principal designer; architecture; civil and structural engineering; mechanical, electrical and plumbing engineering; fire engineering; project management; building surveying; clerk of works; authorising engineer; and quantity surveying and contract administration. Work will support healthcare refurbishment, redevelopment, new-build, maintenance and improvement projects across the Trust’s estate, including design, technical advice, surveys, cost control, construction monitoring, compliance and project delivery. The opportunity is for services and may suit individual specialist consultancies, multidisciplinary practices and consultant teams. The Trust intends to appoint up to three suppliers for each service area, with the framework used for direct awards or mini-competitions.

The procurement has reached tender: the Trust invited suppliers to participate through a two-stage Competitive Flexible Procedure. Stage 1 is a Selection Questionnaire, followed by an Invitation to Tender for shortlisted suppliers; up to six per lot are expected to reach the second stage. Expressions of interest and PSQ responses were due electronically by 30 September 2026 at 12:00, and clarification questions by 7 September 2026 at 12:00. The intended award decision date was 30 November 2026. The framework period is 14 December 2026 to 15 December 2030. Its estimated value is £4.5 million excluding VAT, or £5.4 million including VAT; individual lot values are generally £409,901 excluding VAT and £491,881 including VAT, while Authorising Engineers is £490,901 excluding VAT and £491,881 including VAT. Suppliers may bid for up to 10 lots and be awarded up to 10. Evaluation combines scored quality criteria with mandatory and pass/fail requirements.

This opportunity suits SMEs, VCSEs, specialist consultancies and multidisciplinary teams with relevant healthcare or similarly complex estates experience. Strong candidates will need demonstrable technical competence in the chosen service area, organisational capability, sound financial standing, appropriate insurance and sufficient qualified resources throughout the framework. The Trust will assess health and safety management, quality assurance, relevant experience, technical expertise and the ability to deliver the required services reliably. Depending on the lot, useful capabilities include architectural and engineering design, CDM and Building Regulations compliance, fire safety, cost planning, contract administration, project governance, surveying, construction quality inspection, authorising-engineer assurance or BIM and digital information management. Evidence of environmental sustainability, carbon reduction, net-zero support and social value will also be evaluated, alongside compliance with mandatory exclusion grounds and the required minimum standards.
