## Summary

Leicester City Council is reviewing the provision of drug and alcohol detoxification for residents of Leicester. The service supports people to safely reduce or stop using alcohol, illicit drugs and prescribed medication where clinically appropriate, as part of a wider treatment and recovery pathway. The council currently commissions specialist inpatient detoxification and is considering how future provision could develop. It wants to understand the benefits, limitations and suitability of medically monitored detoxification and community-based treatment models, including different service models and delivery approaches. This is a health service, with delivery for Leicester residents. The planned service is within the light-touch regime and is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This procurement is at the planning stage and is not a call for competition. Leicester City Council is carrying out a Soft Market Test to gather provider views and experience on service models, delivery approaches and commissioning considerations before deciding its future approach. The council expects to publish a subsequent notice on 4 January 2027. Its current indicative plan is for a contract running from 1 April 2027 to 31 March 2028, with renewal potentially extending the arrangement to 31 March 2031. The estimated value is £1 in total, including £2 gross, in GBP; the council states that this estimate may change. There is one planned lot, with the final procedure and procurement method yet to be settled.

This review will suit providers already delivering, or preparing to deliver, safe clinical detoxification for people who use drugs and alcohol. Relevant organisations are likely to include specialist inpatient detoxification services, medically monitored treatment providers, community-based treatment services and integrated drug and alcohol treatment organisations. Providers should be ready to explain their clinical and operational approach, including how people are assessed, supported to reduce or stop substance use, and linked into wider treatment and recovery pathways. Experience of working with prescribed medication as well as alcohol and illicit drugs will be relevant. The council is seeking practical evidence on the benefits, limitations and suitability of different models, so providers with comparable delivery experience should prepare views on capacity, service design and commissioning requirements before any future competition.
