## Summary

Leicester City Council is reviewing detoxification services for Leicester residents who use alcohol, illicit drugs or prescribed medicines. The service would support people to safely reduce or stop their substance use where clinically appropriate, as part of a wider treatment and recovery pathway. The council currently commissions specialist inpatient detoxification and is examining future provision, including medically monitored detoxification and community-based treatment models. This is a health service procurement, with delivery for residents of Leicester. The planned contract period is 1 April 2027 to 31 March 2028, with a possible extension or renewal until 31 March 2031. The estimated total value is £1 including £2 gross, in GBP, and may change. The procurement is planned as a light-touch services procedure, above the relevant threshold, with one lot. The engagement milestone is scheduled for 4 October 2026.

This review will suit providers able to explain and deliver safe detoxification for people using alcohol, illicit drugs or prescribed medicines. Relevant organisations may include specialist substance misuse treatment providers, medically monitored inpatient services, community treatment teams and voluntary, community or social enterprises with appropriate clinical and recovery expertise. The council is specifically seeking evidence about the suitability, benefits and limitations of inpatient and community-based models, so providers with experience comparing or integrating these approaches will be well placed to contribute. The single planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Businesses can use the market engagement to shape the council’s understanding of practical delivery options before any later competitive procurement.
