## Summary

Leicester City Council is reviewing detoxification services for Leicester residents who use alcohol, illicit drugs or prescribed medication. The service would form part of the wider treatment and recovery pathway, supporting people to reduce or stop substance use safely where clinically appropriate. The council currently commissions specialist inpatient detoxification and is considering how future provision could be developed. It wants to understand the role and suitability of medically monitored detoxification alongside community-based treatment models, including the benefits and limitations of different approaches. The market-engagement response date is 4 October 2026, and the council expects any subsequent notice to be published on 4 January 2027. The intended contract period is 1 April 2027 to 31 March 2028, with renewal possible up to 31 March 2031. The estimated value is £1 net (£2 gross), although the council says the estimate may change. The single lot is in planning, is suitable for SMEs and VCSEs, and the procurement is above the relevant threshold.

This review will suit specialist substance-misuse treatment providers, NHS or independent healthcare organisations, charities and social enterprises with experience supporting people through alcohol and drug detoxification. Relevant capability includes medically monitored inpatient care, clinically safe withdrawal management and community-based treatment, with the ability to assess when each model is appropriate. Providers able to explain service benefits, limitations, delivery options and practical commissioning requirements will be well placed to contribute to the soft market test. Experience integrating detoxification into wider treatment and recovery pathways for Leicester residents will be useful. Organisations should prepare evidence of clinical governance, qualified staff, safeguarding, referral and care-planning arrangements, and the capacity to deliver a reliable service if a future procurement proceeds.
