## Summary

West Oxfordshire District Council is commissioning a pilot street-safety programme addressing violence against women and girls, sexism, harassment and inappropriate behaviour affecting young women and girls. The work combines three elements: developing and delivering street-based performances, providing bystander-intervention training in communities, and running a communications campaign to strengthen the message and extend its reach. A theatre group will lead the performance strand from research and development through delivery and evaluation. The programme is intended to be creative, practical, impactful and inclusive, with young women’s and girls’ voices shaping the performance through workshops. The procurement reached tender: the council invited offers through a below-threshold open competition, with electronic submissions through its Intend Portal. The submission deadline was 2 October 2026 at 5pm. The contract period runs from 2 November 2026 to 31 January 2028. The overall estimated value is £30,000 excluding VAT, or £36,000 including VAT. The single lot is recorded with an estimated value of AED 30,000 excluding VAT, or AED 36,000 including VAT. Evaluation is weighted 70% quality and 30% price. This opportunity suits a theatre or performance organisation able to take responsibility for a complete community-facing programme rather than only staging a finished production. Strong candidates will be able to research and co-develop street-based performances with young women and girls, translate sensitive experiences of gender-based violence into appropriate public-facing work, and deliver performances in community settings. The requirement also favours suppliers able to provide or coordinate trauma-informed specialist support throughout delivery, design and deliver bystander-intervention training for members of the public, and run communications activity that increases reach and reinforces the campaign message. Experience of inclusive youth engagement, safeguarding-sensitive practice, community work, evaluation and partnership delivery will be relevant. Organisations combining theatrical production with social research, public education and communications capability are particularly well placed, as quality carries substantially more weight than price in evaluation.

## Notice

This commission attempts to respond to what we are hearing in a creative, impactful, practical and inclusive manner. It will involve the voices of young women and girls through workshops in the development of the performance, ensure the work is trauma-informed by commissioning a specialist group throughout the whole delivery, and offer training to the public on how to better respond when witnessing inappropriate behaviours. Local and national evidence identifies VAWG (Violence Against Women and Girls) as a significant issue for young people. 182 young women raised concerns about gender-based violence, sexism and harassment. 158 young women identified feeling at risk from boys and men because of their gender. Through the research, we read that 51% of all girls aged 13 to 18 received unwanted sexual comments, with 33% aged 13 and 14. 29%...revealed they first experienced sexual harassment when they were just 11 to 13 years old Plan International carried out a survey in 2023 which brought attention to the number of young women and girls (over 3 quarters of those surveyed) who avoid activities and change their behaviours during summer to reduce unwanted sexual attention. Scope of the Programme The whole programme will involve 3 aspects: * Development and delivery of street-based performances * Delivery of Bystander Intervention Training in communities * Communications Campaign to strengthen message and increase reach. The commission of a Theatre group is to take a lead role in the performance, from research & development through to delivery and evaluation.
