## Summary

Test Valley Borough Council is commissioning a consultant to develop a masterplan for the future Romsey Health & Leisure Campus, centred on Romsey Rapids and Sports Centre and its wider site. The work covers future sport, leisure, health and wellbeing facilities, including options to consolidate the existing mix of uses and introduce facilities supporting the wider community. The masterplan must respond to planned growth in Romsey and set out a realistic, deliverable approach to redevelopment, with fit-for-purpose, high-quality and modern facilities delivered efficiently. The work is architectural, construction, engineering and inspection consultancy, delivered at the Romsey Rapids and Sports Centre site in Romsey, Hampshire.

The procurement reached tender: the council invited offers through a below-threshold open competition. Suppliers could submit electronically. Enquiries had to be submitted by 25 September 2026 at 11:00, and offers by 2 October 2026 at 11:00. The single contract is scheduled to run from 26 October 2026 to 26 February 2027. Its estimated value is £80,000 excluding VAT, or £96,000 including VAT. Bids will be evaluated on quality and cost, weighted 60% and 40% respectively. The requirement is a services contract for one masterplanning commission covering the whole site and its future development options.

This opportunity suits specialist masterplanning consultancies with demonstrable experience of planning complex leisure, sports, health or wellbeing developments. Strong candidates will be able to assess an existing multi-use site, develop and compare redevelopment options, and turn them into a practical masterplan that can be delivered efficiently. The commission also requires the ability to engage and work with stakeholders, understand community needs, and reflect planned town growth in the proposed facilities. It is well suited to multidisciplinary teams combining spatial planning, architecture, construction or engineering expertise, particularly those experienced in consolidating ageing facilities and shaping modern, high-quality public-facing campuses.

## Notice

Test Valley Borough Council is seeking to employ a consultant with Masterplanning experience to develop a masterplan for the future development of sport, leisure, health and wellbeing facilities at the Romsey Rapids and Sports Centre (RSC) and its wider site. The RSC currently sits within a larger site that contains a collection of sports and leisure uses of varying ages. There is an opportunity to consolidate the uses on the site and incorporate additional uses that support the wider communities' needs for health and wellbeing. The objective of this piece of work is to explore options for the future redevelopment of the RSC site, leading to the development of a realistic and deliverable masterplan. This will need to be developed in conjunction with stakeholders. The masterplan should provide fit for purpose, high quality, modern facilities in an efficient, deliverable way and respond to the planned growth of Romsey town.
