## Summary

University Hospitals of Northamptonshire, commissioned by Kettering General Hospital NHS Foundation Trust and Northampton General Hospital NHS Trust, sought a provider for full consultant-led ear, nose and throat (ENT) services. The buyer invited offers through an open procedure. The tender was subsequently cancelled and terminated because it quoted the wrong procurement regulations; a replacement notice under the Provider Selection Regime was to be issued. Enquiries were due by 17 September 2026 at 12:00, and tenders by 30 September 2026 at 13:00. The intended contract period was 1 November 2026 to 31 October 2029, with two possible 12-month extensions, giving a maximum end date of 31 October 2031. The estimated value was £3,000,000 excluding VAT and £3,600,000 including VAT. Evaluation was weighted 60% technical and quality requirements, 30% price and 10% social value. Electronic submission was allowed in English.

This opportunity suited established NHS, independent-sector or specialist healthcare providers able to deliver a complete consultant-led ENT pathway rather than isolated clinical activities. Suppliers needed the clinical capability to manage ENT referrals, diagnostics, outpatient care, elective and day-case surgery, postoperative follow-up and discharge, together with the operational capacity to manage RTT administration, clock control and transferred patients. The requirement favoured providers able to absorb elective demand, reduce long waits and maintain resilient capacity while meeting NHS and GIRFT guidance. Strong technical and quality arrangements were central to competition, alongside safe, integrated and patient-centred care. Bidders also needed to demonstrate how they would address social value, with technical and quality considerations carrying the greatest evaluation weight.

## Notice

University Hospitals of Northamptonshire ("UHN") wishes to commission full consultant led ENT services to ensure supply meets demand of our local population and that service users are offered free choice of provider that most suits their individual needs at the point of referral. 1.2 The Provider shall deliver a full Consultant-led ENT RTT Pathways service on behalf of UHN with patients being transferred to the provider via the IPT process, encompassing referral management, diagnostics, outpatients' activity, elective and day case procedures, post operative follow up, discharge and RTT administration and clock management. The provider shall deliver UHN expectations of a high quality, integrated, safe and patient centred pathway. The service is commissioned to improve access, eliminate long RTT waits and provide a resilient elective capacity whilst maintaining safety, quality and patient experience in line with NHS and GIRFT guidance. The Provider will be fully accountable for RTT performance for all patients transferred or referred under this contract. The service is commissioned by both Kettering General Hospital NHS Foundation Trust ("KGH") and Northampton General Hospital NHS Trust ("NGH") under the banner of UHN and is accountable and responsible to the Chief Operating Officer of UHN via the respective Head of Operations or their nominated deputy.
