## Summary

London North Eastern Railway Limited is exploring an integrated ticketing and revenue protection ecosystem for its onboard and station operations across the United Kingdom. The scope covers mobile ticketing and revenue protection software for Train Managers and Revenue Protection Officers, including e-ticket validation, ticket issuing, offline payment validation and revenue protection workflows. It also includes fixed and mobile station ticketing for Travel Centres and other station environments; handheld devices, scanners, payment terminals, printers, charging and docking equipment; and the supporting hardware lifecycle. Suppliers would also provide integration, payment processing, implementation, transition, support, maintenance, reporting and continuous improvement. The requirement is focused on ticketing and revenue protection rather than the Electronic Ticket Validation Database, Enterprise Reservation Systems or separate train-light software development.

This procurement is at pre-market engagement and planning stage: LNER is gathering supplier views before deciding its requirements, lotting strategy, commercial model and procurement route. It is not an invitation to tender. Suppliers are asked to respond to a questionnaire by 25 September 2026, covering capability, experience, delivery models, dependencies, assumptions and indicative commercial approaches. LNER expects the future contract to run from 1 January 2027 to 31 December 2028, with possible renewal or extension to 31 December 2030. The planned arrangement is a single lot, marked as suitable for small and medium-sized enterprises. The anticipated procurement is for goods, under the utilities regime, and is expected to be above the relevant threshold.

The engagement will suit suppliers that can combine specialist rail or transport ticketing technology with revenue protection, payments and managed service delivery. Relevant capability includes onboard and station point-of-sale systems, e-ticket validation, offline transaction processing, payment reconciliation, refunds and disputes, and workflows for Unpaid Fare Notices and Travel Irregularity Notices. Businesses with established hardware supply and lifecycle management can contribute devices, scanners, payment equipment, printers, accessories, charging and docking infrastructure. Strong candidates for the eventual procurement are likely to offer secure integration, audit trails, exception management, device management, cybersecurity, software updates, service-desk and incident-management capability. The scope also creates potential for SMEs, specialist technology providers, payment partners, hardware manufacturers and delivery consortia to prepare for future competition.

London North Eastern Railway (LNER) is undertaking pre-market engagement to understand which suppliers can provide and support an integrated ticketing and revenue protection ecosystem across onboard and station environments. The anticipated scope includes: * Onboard mobile ticketing and revenue protection software for Train Managers and Revenue Protection Officers, including eTicket validation, ticket issuing, offline payment validation and revenue protection workflows. * Station ticketing capability, including fixed ticketing positions and mobile station-based ticketing for Travel Centres and other station environments. * Frontline hardware estate and accessories, including handheld devices, scanners, payment devices, printers, charging equipment, docking stations, peripherals and associated lifecycle management. * Integration between onboard equipment, ticket scan data and revenue protection applications, including the data needed to support Unpaid Fare Notices, Travel Irregularity Notices, reporting, audit trails and exception management. * Integrated payment processing services capable of supporting secure online and offline transactions, reconciliation, refunds, disputes and commission handling where applicable. * Implementation, transition, support and maintenance services, including service desk, incident management, device management, software updates, cybersecurity, reporting and continuous improvement. The purpose of this engagement is to understand market capability, delivery models, potential lotting, dependencies, risks, commercial models and innovation opportunities before any procurement route is finalised. The Electronic Ticket Validation Database (eTVD), Enterprise Reservation Systems and the separate Hitachi/onboard train-light data software development requirement are outside the scope of this market engagement and will be considered separately."
