## Summary

Dundee City Council is procuring a multi-supplier framework for building surveying, repair and treatment services in domestic properties in Dundee. The work covers surveys and treatment for dry and wet rot, woodworm infestation, dampness, condensation and mould, including chemical removal and fogging. It is divided into three lots: surface treatments for condensation, dampness and mould excluding fogging; invasive treatments and investigation; and mould-treatment fogging. The council intends to appoint between three and five competent contractors to each lot, with organisations able to apply for all three. The requirement includes surveying, remedial works, treatment products, post-treatment reporting and certification, depending on the lot. Community benefit delivery is also required, with 14 outcomes expected from all contractors during the framework.

Lot 1 suits competent general building or joinery contractors able to deliver complete surface treatment works, with the necessary staff, resources and experience. Specialist surveying, treatment, electrical, plumbing, gas and other regulated work may be delivered by appropriately qualified employees or subcontractors. Lot 2 is for specialist property-preservation contractors with expertise in damp proofing, timber preservation, fungal decay, wood-boring insects, basement waterproofing and associated remedial work. The principal contractor must hold current Property Care Association membership, employ qualified surveyors and technicians, and provide surveys, specifications, treatment recommendations, guarantees and completion certificates; specialist preservation treatments generally cannot be subcontracted. Lot 3 suits mould-remediation specialists experienced with ULV fogging, antimicrobial treatments, HEPA filtration and moisture assessment, with Property Care Association or approved equivalent membership and trained operatives.

### Lot Information

Lot 1 - Surface treatments for condensation, dampness and mould (excluding fodding)

The Contractor is not required to be a specialist timber-preservation company. Suitably competent general building or joinery contractors may tender, provided they can demonstrate the necessary competence, experience and resources to deliver the complete works in accordance with the specification. Where specialist treatment, surveying, electrical, plumbing, gas or other regulated work is required, the Contractor may use suitably competent and appropriately qualified employees or subcontractors. All treatment products, application methods, guarantees and supporting documentation must comply with the specification and be accepted by the Contract Administrator. Additional information: Dundee City Council is seeking to appoint a minimum of 3 and a maximum of 5 compete3nt contractors for each lot.

Renewal: 2 x 1 year periods

Lot 2 - Invasive treatments and investigation

This Lot is intended for specialist property preservation and invasive treatment contractors. Tenderers must be able to demonstrate specialist expertise in damp proofing, timber preservation, fungal decay treatment, wood-boring insect eradication, basement waterproofing and associated remedial works. The Principal Contractor must be a current member of the Property Care Association (PCA) and maintain membership for the duration of the Framework Agreement. The Contractor shall employ suitably qualified surveyors and technicians and be capable of providing surveys, specifications, treatment recommendations, insurance-backed guarantees (where applicable), and completion certification. Subcontracting of specialist preservation treatments will not be permitted unless expressly approved by the Contract Administrator. Renewal: 2 x 1 year periods

Mould Treatment Fogging

This Lot is reserved for specialist mould remediation and environmental treatment contractors. Tenderers shall be able to demonstrate proven experience in the diagnosis, treatment and remediation of mould contamination within domestic and public buildings, including the use of ULV fogging equipment, antimicrobial treatments, HEPA filtration systems and moisture assessment equipment. The Contractor must be a current member of the Property Care Association (PCA), or an equivalent industry body approved by the Contract Administrator and maintain that membership for the duration of the Framework Agreement. The Contractor shall employ suitably trained and competent operatives for mould remediation works and provide evidence of relevant training, health and safety procedures, risk assessments and method statements relating to fogging and biocidal treatments. The Contractor shall provide post-treatment inspection reports, certification of completed treatments and recommendations for any further remedial works required to prevent recurrence. Where biocides, antimicrobials or fungicidal products are used, these shall be approved for their intended purpose and applied strictly in accordance with manufacturers' instructions and all relevant legislation.
