## Summary

NHS Golden Jubilee procured fire alarm maintenance and support services for the existing fire detection and alarm systems at Golden Jubilee Hospital and the Golden Jubilee Conference Hotel in Clydebank. The requirement covers planned preventative maintenance, reactive maintenance, technical support and repairs for a life-safety critical infrastructure network. The service includes routine inspections, fault diagnosis, software support, emergency breakdown response, and maintenance of associated fire alarm control panels and networked system infrastructure. This is a fire-prevention service requirement, covering the operation and upkeep of installed systems rather than new equipment installation. The buying organisation is NHS Golden Jubilee, and delivery is centred on its hospital and conference hotel site.

The procurement is complete and has been awarded to ADT Fire & Security. The contract was signed on 25 August 2026 and is active, with a value of £61,674. It used a limited procedure with an award without prior publication of a call for competition, following a Voluntary Ex Ante Transparency notice. The buyer’s stated basis was that competition was absent for technical reasons: the site uses a proprietary ADT closed-protocol system, and ADT has the authorised access to the software, programming tools, configuration data and network integration functions needed for full maintenance, repair and support. The requirement was treated as a single lot.

This outcome shows that NHS Golden Jubilee’s fire alarm estate depends on specialist support for a proprietary, closed-protocol system integrated across a hospital and conference hotel. A credible competitor for a future requirement would need demonstrable capability in life-safety fire detection and alarm infrastructure, including planned maintenance, fault diagnosis, emergency breakdown response, repairs, software support and work on control panels and networked systems. Technical access to proprietary programming tools, configuration data and network integration functions is central to the buyer’s stated rationale, so suppliers would need to evidence authorised access or an equivalent lawful technical capability. Relevant experience of maintaining operational healthcare environments, managing continuity risks and supporting critical systems would strengthen a competing proposition.

## Notice

The National Waiting Times Centre Board (Golden Jubilee) intends to enter into a contract with ADT Fire and Security plc as the only supplier capable of meeting the Board's requirements. ### Lot Information

Lot 1

This is a Voluntary Ex Ante Transparency (VEAT) Notice. The National Waiting Times Centre Board (Golden Jubilee) intends to enter into a contract with ADT Fire and Security plc as the only supplier capable of meeting the Board's requirements. In accordance with our interpretation of the Public Contracts Regulations 2015, the required services can only be provided by a particular operator for technical reasons. The requirement is specifically for the provision of planned preventative maintenance, reactive maintenance, technical support and repair services for the existing Golden Jubilee Hospital & Golden Jubilee Conference Hotel fire detection and alarm systems. The scope of the service includes routine inspections, fault diagnosis, software support, emergency breakdown response and the maintenance of associated fire alarm control panels and networked system infrastructure. Additional information: This Voluntary Ex Ante Notice is governed by the NHSGJ Terms and Conditions for Goods and Services.

### Procurement Information

Under Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, competition is absent for technical reasons. The National Waiting Times Centre Board (Golden Jubilee) is satisfied that ADT Fire and Security plc is the only provider capable of meeting the Board's requirements for the existing fire detection and alarm systems installed across the site. The existing fire detection and alarm system installed across Golden Jubilee Hospital and the Golden Jubilee Conference Hotel is a proprietary ADT closed-protocol system forming part of a life-safety critical infrastructure network. ADT is the only supplier with authorised access to the proprietary software, programming tools, configuration data and network integration functions required to deliver the full maintenance, repair and support service. No reasonable alternative or substitute exists, as any change of provider would require replacement of substantial elements of the existing infrastructure or create an inability to access essential programming and support functions, resulting in disproportionate cost, significant operational disruption and risk to continuity of a critical safety system. Accordingly, the Board considers that the conditions of Regulation 33(2)(b)(ii) of the Public Contracts (Scotland) Regulations 2015 are satisfied.
