## Summary

Frimley Health NHS Foundation Trust is procuring comprehensive town planning services for the New Frimley Park Hospital programme and its retained estate. The work covers planning strategy, risk and constraints advice, consent programming, pre-application engagement, planning applications and supporting documents, environmental assessment coordination, habitats and ecological input, highways and transport planning, sustainability, carbon and net zero advice, and community, stakeholder and political consultation. The provider will also negotiate Section 106 obligations, discharge planning conditions and provide post-consent support. This is a professional planning and environmental consultancy requirement, with urban planning services as the main category. Services will be delivered in connection with the Trust’s estate at Frimley, including a live, occupied acute hospital site, alongside the wider design, construction and enabling works team.

The procurement has reached tender: the Trust invited suppliers to submit full offers through an open procedure under the Procurement Act 2023, using an electronic tendering portal. The tender submission deadline is 7 October 2026 at 10:00, and the stated award period ends on 4 November 2026 at 23:59. The contract is planned to run from 24 November 2026 to 31 December 2033. The estimated value is £221,000 excluding VAT, or £265,200 including VAT, for one lot. Evaluation is based on 20% cost and 80% quality, with the quality element comprising 10% social value and 70% qualitative assessment. Suppliers must submit responses to the conditions of participation, which are assessed on a pass/fail basis. Tenders may be submitted electronically in English.

This opportunity suits town planning consultancies able to provide end-to-end planning advisory and application services for a major healthcare development and an existing estate. Strong candidates will have capability in planning strategy, pre-application negotiation, planning authority and statutory consultee engagement, application management, EIA and Environmental Statement coordination, HRA, ecology, highways and transport, travel planning, sustainability, carbon and net zero advice. The requirement also calls for experience negotiating Section 106 obligations, discharging conditions and supporting projects after consent. Suppliers should be able to produce evidence-led advice, manage planning risk and coordinate multiple technical inputs within an integrated professional team. Capacity for sustained delivery through a long programme, alongside design, construction and enabling works, is important, as is effective engagement with communities, stakeholders and political audiences on an occupied acute hospital site.
